About this opportunity

Charles County Commissioners are soliciting proposals from qualified firms to conduct a comprehensive Compensation and Classification Study for their government workforce. The procurement requires a detailed evaluation of the county's current job classification system, encompassing a thorough review of all county positions, comprehensive benchmark market analysis, and development of updated classification methodologies. Key deliverables include creating standardized job descriptions, performing Fair Labor Standards Act (FLSA) designation analyses, developing a new general workforce pay plan, and drafting policy recommendations for pay incentives and salary guidelines. The study will involve examining jobs across multiple Maryland counties, including Anne Arundel, Calvert, St. Mary's, Frederick, Prince George's, and Queen Anne's, as well as the State of Maryland and other relevant organizations. Proposals must be submitted electronically by July 16, 2024, at 11:00 am through the county's procurement portal, with evaluation criteria including firm experience (15 points), staff qualifications (15 points), understanding of scope of work (30 points), additional items (10 points), and pricing (30 points).

The county has established Minority Women Business Enterprise (MWBE) and Small Local Business Enterprise (SLBE) programs, with an aspirational goal of 25% MWBE participation for the project. Proposing firms must demonstrate expertise in Maryland and federal employment laws, provide a minimum of five project references, and submit comprehensive technical proposals. Insurance requirements are substantial, including commercial automobile, workers' compensation, general liability, and professional liability coverage with specific minimum limits. The contract will be awarded to a single firm, with payment structured in four milestone increments: 25% upon project initiation, 25% upon completion of a draft study, 25% upon completion of the final study, and 25% upon project closure. While no specific budget range is explicitly stated, the comprehensive nature of the study and the extensive documentation suggest a significant investment in developing a transparent and competitive compensation system that supports recruitment, retention, and internal equity for Charles County's workforce.
