About this opportunity
The Oregon Department of Human Services (ODHS) is seeking a contractor to conduct a comprehensive Community Information Exchange (CIE) Assessment, a project designed to evaluate the feasibility of adopting a technology-enabled network that connects clients to services and supports. The selected contractor will perform an in-depth assessment examining the benefits, risks, program and partner readiness, and legal, technical, and data governance considerations for CIE implementation. Key deliverables will include recommendations on CIE adoption among ODHS programs, with a focus on understanding collaborative partnership potential and technological integration strategies. Proposals are due by June 14, 2024, at 3:00 PM, with the contract anticipated to be awarded in late July or August 2024. The project work is expected to occur between June 2024 and July 2025, with a contract term extending through September 30, 2025. Evaluation criteria will likely include demonstrating knowledge of human services delivery systems, key personnel experience, detailed implementation planning, and the ability to provide comprehensive CIE adoption recommendations.
ODHS strongly encourages participation from certified small businesses, specifically targeting minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Proposers must submit a Certified Disadvantaged Business Outreach Plan as part of their proposal, detailing their approach to inclusive subcontracting opportunities. The maximum allocated budget for this project is $250,000, with bids exceeding this amount being automatically disqualified. Proposers must comply with various state and federal requirements, including confidentiality protocols, mandatory reporting, background check regulations, and non-discrimination laws. The contract includes an option to renew for up to two additional years, providing potential long-term engagement. A Notice of Intent to Award has already been issued to North Highland, suggesting they are the anticipated contractor, though the award is still subject to successful negotiations. The procurement is specifically tied to Marion County and will be executed through the Oregon Department of Administrative Services Procurement Services.
