About this file

The provided document is an initial Q&A for Solicitation 5897 issued by the Oregon Department of Human Services (ODHS) for a Community Information Exchange (CIE) Assessment. The selected contractor will conduct a comprehensive assessment on the feasibility of adopting and using a CIE network to connect ODHS clients to services and supports, examining the benefits, risks, program and partner readiness, and legal, technical, and data governance considerations for CIE implementation. ODHS anticipates awarding one contract with a term from contract execution through September 30, 2025, likely to be awarded in late July or August 2024. Proposals are due by June 14, 2024 at 3:00 PM.

The CIE Assessment is funded by the state of Oregon, though the exact budget amount is not disclosed. ODHS encourages participation from certified small, minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses, and the successful proposer must submit a Certified Disadvantaged Business Outreach Plan as part of the proposal. No specific pricing terms, set-asides, or incumbent information is provided, but the successful proposer must comply with various state and federal requirements, including confidentiality, mandatory reporting, background checks, and non-discrimination laws.
