About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting proposals for a Community Engagement Platform, a cloud-based mass communications system, for a five-year term with proposals due June 22, 2026 at 4:00 p.m. EST through the EUNA Bonfire Supplier Portal. A pre-proposal conference is scheduled for June 5, 2026 at 1:00 p.m. EST via Microsoft Teams; questions are due June 12, 2026 at noon EST. Detroit Equalization Credits ranging from 1% to 5% apply to certified Detroit-based businesses (D-BB, D-RB, D-HB, D-SB, D-MB, CWI, CWD, or Joint Venture entities), with the lowest equalized bid receiving award consideration provided the equalized bid does not exceed 12% above the lowest responsible bid or $100,000, whichever is less.

The system is a public-facing online portal enabling citizens and city employees to manage mass communications via email and text message. Required capabilities include user subscription management, scheduled and ad-hoc message sending, branded and custom templates, unlimited email sends with bounce management, and a minimum of 5,000,000 SMS/text messages per year. The platform must integrate bi-directionally with the City's Oracle Cloud ERP system and LMS system; maintain 99.999 percent or greater uptime; provide 24/7 monitoring and support with defined critical, major, and administrative event response times; deliver data migration, training, reporting, and comprehensive documentation; and comply with SAML authentication integration with Azure Active Directory and ADA accessibility standards. Respondents must demonstrate a minimum of three years' experience providing similar services for comparable projects and submit three government references within the last five years. Vendors must furnish a current SOC 2 Type 2 Report or ISO 27001 certification at contract execution and annually thereafter, with a 90-day grace period if unavailable at signing. The cloud service provider must meet detailed security requirements including NIST, ISO/IEC, COBIT, or ITIL compliance; network security controls; data segregation and encryption; and secure media retirement protocols.

The contract includes two optional one-year renewals contingent on Detroit City Council approval. Awardee must maintain insurance coverage including general liability of at least $2,000,000 per occurrence, non-owned automobile insurance of $1,000,000, and errors and omissions cyber liability of at least $1,000,000 per claim and $5,000,000 in aggregate. All work product and data remain the exclusive property of the City. Evaluation criteria: product quality and ability to meet functional and security requirements (40 points), project approach and work plan (30 points), vendor experience and staff capabilities (15 points), and pricing (15 points). Respondents must disclose Detroit residency employment metrics and willingness to sign a Priority Hire Agreement with Detroit at Work to prioritize hiring local residents. Proposals must include Certificate of Authority, notarized affidavits of disclosure and non-collusion, three years of financial statements, SAM registration documentation, and evidence of Treasury Clearance application submission. No work commences until the City Council approves the Contract Purchase Agreement and issues a Standard Purchase Order.
