About this file
This is an Equalization Credit Statement document issued by the City of Detroit Office of Contracting and Procurement and the Department of Civil Rights, Inclusion & Opportunity, effective March 20, 2024. The document outlines the equalization credits and competitive advantages available to certified Detroit-based businesses participating in City of Detroit procurement and contracting bidding opportunities. Eligible businesses include those certified as Detroit Based (D-BB), Detroit Resident Business (D-RB), Detroit Headquartered (D-HB), Detroit Based Small Business (D-SB), Detroit Based Micro Business (D-MB), Construction Workforce Investment Business (CWI), Construction Workforce Development Business (CWD), Joint Venture, or Mentor Venture entities. The Community Engagement Platform contract opportunity, for which this equalization statement applies, requires qualified respondents to provide technical or professional services to the City of Detroit Department of Innovation and Technology for a five-year term.
Equalization allowances range from 1% to 5% depending on business certification type, with Detroit Headquartered and Detroit Resident Businesses receiving the maximum 5% credit. Joint Ventures and Mentor Ventures require written agreements with certified Detroit-based businesses and must meet specific performance and remuneration thresholds (51% and 30%, respectively). The lowest equalized bidder receives contract award consideration provided the equalized bid does not exceed 12% above the lowest responsible bid submitted or $100,000, whichever is less. The Purchasing Director may limit bidding exclusively to Detroit-based businesses, small businesses, or micro businesses when at least three certified firms are eligible. Interested vendors must submit valid Business Certificates at the time of bid submission to receive equalization pricing credits. Additional certification information is available through the Civil Rights, Inclusion & Opportunity Department at 313.224.4950 or CivilrightsCert@detroitmi.gov.
