About this opportunity
The Oregon Department of Revenue, through the Department of Administrative Services Procurement Services, is requesting proposals for Community Engagement and Outreach Services under RFP S-15000-00014978, with proposals due May 25, 2026. No set-aside or preference program applies to this solicitation.
The scope encompasses developing and implementing a community engagement and outreach campaign targeting Oregon resident homeowners, including creation of multilingual marketing materials, placement of paid advertising across radio, television, and newspaper platforms, and organization and facilitation of educational meetings with community partners. The Agency will provide venue and material costs for educational events; all other event-related costs, including media buys, must be included in the proposer's price. Proposers must demonstrate experience with the IAP2 Spectrum of Public Participation and Plain Language frameworks, though these are not formal certifications. A completed VPAT or Accessibility Conformance Report addressing the proposer's existing digital tools, workflows, and accessible deliverable creation methods is a minimum submission requirement. The Agency possesses baseline program enrollment and demographic data that will be shared with the selected contractor during the planning phase.
The not-to-exceed contract value is $150,000. Evaluation criteria include experience and qualifications, proposed staffing and implementation timelines, approach to community engagement and outreach methodologies, and cost-effectiveness. Reference checks will assess service quality, customer relationships, responsiveness, and timeline adherence based on work delivered within the past five years.
Proposers must submit a completed Proposer Information and Certification Sheet certifying tax law compliance, non-discriminatory employment and subcontracting practices, wage equity compliance under ORS 652.220, prohibition on wage discussion retaliation, and absence of conflicts of interest. Contracts anticipated at $150,000 or more require certification of a written sexual harassment and discrimination prevention policy compliant with ORS 279A.112. A Certified Disadvantaged Business Outreach Plan is required. Proposals must remain firm for 180 days following the closing date.
