The project is subject to Ohio's prevailing wage requirements under Chapter 4115 of the Ohio Revised Code, with prevailing wage rates established for Delaware County and surrounding jurisdictions across multiple skilled trades including asbestos workers, boilermakers, bricklayers, carpenters, cement masons, electricians, elevator mechanics, glaziers, ironworkers, laborers, operating engineers, painters, plasterers, plumbers, roofers, sheet metal workers, sprinkler fitters, and truck drivers. The contractor must furnish workers' compensation certification and liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. The City reserves the right to reject any or all bids and award the contract to the lowest and best bidder after consideration of factors including bidder qualifications, financial status, experience, equipment suitability, and record of performance. No incumbent vendors or set-aside designations for disadvantaged enterprises are specified in the procurement documents.
