About this opportunity

The Kentucky Transportation Cabinet (KYTC), specifically District 5 in Louisville, is seeking a communication and marketing services contract to support major transportation infrastructure projects. The procurement is a Request for Proposal (RFP) for a personal service contract targeting qualified communication and marketing firms to provide comprehensive public information support. Proposed services include strategic communication planning, branding and creative development, video production, web content management, social media strategy, detour and traffic impact visualization, stakeholder engagement, special events coordination, and monitoring and reporting services. The contract will be structured across four service categories: Project Management Services (100 hours), Senior Marketing Services (1,500 hours), Spokesperson Services (1,500 hours), and Junior Marketing and Other Communication Support Services (3,600 hours). Proposal evaluation will be conducted on a 1,200-point scale, with 800 points allocated to technical merit (including project manager experience, spokesperson experience, technical approach, and capacity), 200 points for cost proposal, and up to 200 points for potential oral presentations. Written questions are due by 4:00 p.m. on December 5, 2025, with Commonwealth responses anticipated by December 15, 2025, and final proposals due electronically by 2:00 p.m. on December 23, 2025.

The contract will run initially from January 20, 2026, through June 30, 2026, with potential renewal options for up to two additional two-year periods, subject to approval by the Finance and Administration Cabinet Secretary and the Legislative Research Commission Government Contract Review Committee. Vendors must maintain Professional Liability Insurance with a minimum $1,000,000 per claim limit and Kentucky Workers' Compensation Insurance. The solicitation includes provisions for resident and qualified bidder status, which can provide preference scoring adjustments of 15 percent or 20 percent, respectively. Foreign entities must provide proof of registration with the Secretary of State. All bidders are required to be registered in the Commonwealth eProcurement System prior to submission. Proposals must be submitted electronically through the Kentucky Vendor Self Service System in three separate documents: Technical Proposal, Cost Proposal, and Proprietary Information. Mileage will be reimbursed at rates determined by the Finance Cabinet, and actual media buy costs will be reimbursed. While no minimum service usage is guaranteed, the Commonwealth reserves the right to negotiate fair and reasonable compensation based on submitted pricing.
