About this opportunity
The Nevada State Purchasing Division, on behalf of the Nevada Department of Corrections (NDOC), is requesting proposals for Commissary and Supplemental Services across five scopes—Commissary Services, Package Program, Warehouse Inventory System, Offender Banking Software, and Release Debit Card Service—with proposals due October 6, 2026 at 2:00 PM Pacific Time and mandatory site visits September 1–3, 2026.
The State intends to award up to six separate contracts, though a single vendor capable of providing all five scopes may receive one consolidated contract. NDOC houses approximately 10,000 offenders across multiple facilities throughout Nevada. Vendors must register for the site visit by August 18, 2026 via email to Joel Wixon (j.wixon@admin.nv.gov). Site visits are organized by region: Northern Nevada facilities (LCC, NNCC, SCC) on September 1; Rural facilities (ESP, PCC) on September 2; and Southern Nevada facilities (HDSP, SDCC, FMWCC, TLVCC) on September 3. Two facilities (NNTH, CGTH) operate without on-site commissaries and process orders through sister facilities.
Vendors must be registered with nevadaepro.com, hold a valid Nevada Business License, maintain active sam.gov registration, and comply with Nevada law including prohibition on Israel boycotts, mandatory data encryption, and stateside data maintenance. All delivery personnel are subject to NDOC background checks and PREA screening. Vendors proposing to bid must submit proposals for a minimum of one category and region.
The estimated total lifecycle investment is $25 million allocated to Fund 240 (special revenue fund). Contract term is four years with option for two one-year extensions, subject to Board of Examiners approval, with anticipated start date January 12, 2027. Pricing must include freight, delivery, and handling on an FOB Destination basis, with annual price increases capped at 2% per year for bulk items. Package Program vendors must provide minimum 20% commission and per-package delivery compensation to NDOC staff.
Evaluation weighs demonstrated competence (25 points), comparable experience (25 points), RFP conformance (15 points), key personnel expertise and availability (15 points), and cost (25 points), plus five presentation factors at 25 points each covering tablet software integration, customizable inventory systems, package program capabilities, inmate banking and real-time reporting, and release debit card services with banking interface.
Vendors must carry Commercial General Liability ($2 million aggregate), Auto Liability ($1 million combined single limit if applicable), Workers' Compensation (statutory plus $100,000 per accident Employers' Liability), Technology E&O/Professional Liability ($1 million per claim / $2 million aggregate), and Network Security & Cyber/Privacy Liability ($1 million per occurrence / $2 million aggregate). All insurance must name the State as additional insured with A.M. Best rating of not less than A-VII. Contractor Background Check Application, PREA questionnaire, Security Regulations Acknowledgement, and Vendor Information Response form are required before award. Vendor presentations are estimated for October 26–30, 2026, with award notice estimated December 3, 2026.
