About this file

This is a Technology Investment Evaluation (TIE) Completion Memo from Nevada's Governor's Technology Office regarding the Nevada Department of Corrections' (NDOC) planned solicitation for integrated commissary services. NDOC is seeking a qualified vendor to provide commissary services, an offender package program, warehouse inventory management, offender banking software, and release debit card services to replace the current contract expiring December 31, 2026. The TIE submission has received conditional approval to proceed with the competitive solicitation phase only, as the final vendor, solution architecture, implementation approach, and cybersecurity posture remain unknown at this stage. NDOC is required to submit a revised TIE after vendor selection and before contract execution to provide complete details on the selected solution, total lifecycle costs, contract term, implementation responsibilities, and security requirements.

The investment is valued at an estimated total of $25,000,000.00, allocated as an ongoing cost for fiscal year 2027, with 100 percent funding sourced from Fund 240 (special revenue fund). Approval is contingent upon NDOC's completion of a comprehensive revised submission that addresses vendor selection, funding details, alternatives evaluated, duplicative-spend analysis, data classification and flows, privacy and security requirements, identity and access controls, system integrations, business continuity and disaster recovery plans, and all applicable cybersecurity evidence. Any selected cloud service must satisfy State GovRAMP requirements and complete required cybersecurity reviews and risk treatments. Compliance with the Americans with Disabilities Act (ADA) is mandatory to ensure accessibility for all authorized users, and the solution must adhere to all State security standards and policies.

SUBJECT: TIE Completion Memo – NDOC – Commissary Services - RFP – TIE 1958, Revision 0 – BA(s) 3708

DATE: August 4, 2026

We have completed our review of the Nevada Department of Corrections (NDOC) investment which has an estimated total value of $25,000,000.00, allocated to FY2027 as an ongoing cost.

Funding source(s): 100% Fund 240, special revenue fund.

This investment is conditionally approved to support the competitive solicitation. NDOC seeks a vendor to provide integrated commissary services, an offender package program, warehouse inventory management, offender banking software, and release debit card services before the current contract expires on December 31, 2026.

This approval is limited to the solicitation phase because the vendor, solution architecture, cost, hosting model, data requirements, interfaces, implementation approach, and cybersecurity posture are currently http://www.it.nv.gov/ https://it.nv.gov/ unknown. NDOC must revise and resubmit the TIE after vendor selection and before contract execution or implementation. The revised submission must identify the selected vendor and solution, total lifecycle cost, funding, contract term, alternatives evaluated, duplicative-spend analysis, implementation and support responsibilities, data classification and flows, privacy requirements, identity and access controls, integrations, business continuity, disaster recovery, data ownership, retention, system exit provisions, and applicable security evidence. Any selected cloud service must satisfy State GovRAMP requirements and complete all required cybersecurity review and risk treatment.

The conditions preserve procurement integrity while ensuring that the final investment receives complete business, fiscal, governance, and cybersecurity evaluations. The investment supports NDOC’s stated objective of maintaining secure, reliable, and continuous commissary and offender financial services, but final authorization depends on satisfactory review of the selected solution and resolution of all identified risks.

It is imperative that this solution adheres to State security standards and policies. Additionally, compliance with the Americans with Disabilities Act (ADA) is required to ensure accessibility for all authorized users.

For your reference, a copy of this memo has been attached to the TIE submission.

Should you require further assistance or have any questions, please do not hesitate to contact me directly.

Sincerely, Lisa Jean
