About this opportunity

Dallas Independent School District (DISD) has issued a Request for Proposal (RFP) seeking vendors to provide comprehensive commercial truck repair and services for its Food and Child Nutrition Delivery Fleet. The procurement covers a wide range of repair services including truck body repairs, refrigeration unit repairs, lift gate repairs, and roll-up reefer door repairs, to be performed on an as-needed, district-wide basis. Vendors must be capable of providing parts, replacement equipment, and repair services with OEM or equivalent quality, and must offer a minimum twelve-month warranty on replacement equipment and a one-year unconditional warranty on service call labor and materials. The contract will be an initial one-year term with two optional one-year renewal periods, not to exceed three years total. Proposals must be submitted electronically through the Bonfire portal by December 18, 2025, at 2:00 PM Central Time, with service appointments to be coordinated with the Food and Child Nutrition Services Warehouse. Evaluation criteria will include pricing, vendor reputation, quality of services, extent of meeting district needs, past vendor relationships, and impact on MWBE compliance.

The solicitation encourages participation from all vendors, including sole source providers, with a strong emphasis on Small Business Enterprise (SBE) participation. Dallas ISD has established an aspirational goal of 30 percent SBE participation for goods and services contracts, with potential scoring advantages for vendors who demonstrate SBE engagement or have certified SBE joint ventures. The procurement is funded through multiple potential funding sources, including local, state, federal, and grant-funded programs, and is conducted in accordance with Title 2 of the Code of Federal Regulations Part 200, USDA, and Texas Department of Agriculture requirements. Vendors must complete various compliance forms, including EDGAR Certifications, Conflict of Interest Questionnaires, and Certificate of Interested Parties Form 1295. While no specific budget range is explicitly stated, vendors are required to provide catalog discount information and pricing details. The district reserves the right to make multiple awards or no award at all, with selections based on providing the best overall value to the district.
