About this opportunity
The Colorado Department of Early Childhood is soliciting translation and technical processing services for the Colorado Shines eLearning and Training Materials Translations program through a Documented Quote (DQ QAAA 2026000360) issued to Arapahoe County and statewide Colorado. The procurement seeks a qualified vendor to translate approximately 5 to 7 hours of eLearning content annually (approximately 75,000 to 105,000 words), 100 to 200 pages of text-based documents, and 100 to 200 slides from English into Spanish and Arabic for the early childhood workforce development program. The work encompasses translation of Articulate Storyline 360 eLearning modules, including written text, scripts, onscreen content, alt-text, video transcripts, narration, and instructor-led training materials such as facilitator guides, participant guides, and job aids, with vendors required to perform pre- and post-processing activities including updating text, inserting translated narration, adjusting animation timing, and ensuring Web Content Accessibility Guidelines (WCAG) Level AA compliance. The selected vendor must demonstrate at least three years of experience translating eLearning content using Articulate Storyline 360, with experience translating for early childhood audiences preferred; possess human translation and narration capabilities with AI tools acceptable only when combined with human review; submit at least three sample translated Articulate Storyline 360 files in both languages; provide two professional references; and complete a detailed Statement of Work with payment schedule. Evaluation criteria emphasize cost-effectiveness as the primary determining factor, followed by completeness and accuracy of proposals in addressing stated needs, vendor responsibility, and past performance. The pre-quote conference occurred on April 17, 2026; inquiries were due by April 21, 2026; answers to inquiries were published on April 28, 2026 via Amendment 03; and proposals are due May 8, 2026, at 2:00 p.m. Mountain Time via BidNet Direct. The anticipated contract start date is July 1, 2026, with an initial term running through June 30, 2027, and renewal options available for up to two additional one-year terms not to exceed three years total, contingent upon appropriated funding and satisfactory performance.
Service-Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Department of Veterans Affairs are eligible for an additional 3 percent scoring advantage toward their overall final score, though no other set-asides are specified for this solicitation. All vendors must register with BidNet Direct, CORE, and the System for Award Management (SAM.gov) to receive a Unique Entity Identification number and must register to do business in Colorado prior to contract execution; individual contractors are exempt from SAM.gov requirements. The procurement does not specify an upper budget limit; instead, the State seeks competitive proposals with vendors' best pricing, permitting vendors to structure pricing as fixed-price-per-course, per-word, per-hour, or blended rate models. Vendors are responsible for securing and maintaining their own Articulate Storyline 360 licenses, with associated costs eligible for inclusion in project quotes. Subcontractors are permitted with CDEC vetting and approval, and the Colorado Department of Early Childhood will provide a department-wide glossary and translation memory to the selected vendor. All proposals are subject to public disclosure under the Colorado Open Records Act. The State reserves the right to award to a single vendor for both languages or to split awards between multiple vendors if deemed advantageous, request best and final offers, conduct discussions and clarifications, and reject any or all quotes.
