About this opportunity
The Colorado Department of Public Health and Environment (CDPHE) Office of Information Technology is requesting proposals for development and maintenance of the Colorado Health Systems Directory (CHSD), a statewide searchable online directory of health systems, facilities, and providers, under RFP 202700001, with proposals due October 1, 2026.
The scope requires creation of a comprehensive, publicly accessible directory integrating data from multiple state and healthcare sources, with specified database design, user interface functionality, data validation processes, and ongoing system maintenance. The contractor must demonstrate experience managing large-scale healthcare databases and current knowledge of Colorado healthcare provider networks and regulatory environments. The system must meet state information security standards and comply with health information privacy regulations. Contractors must execute a Data Use Agreement and implement administrative, technical, and physical security measures to safeguard confidential health information; all personnel with data access must sign a Confidentiality Agreement prior to receiving any data. Unauthorized disclosure must be reported within 48 hours. Records must be destroyed or returned to CDPHE within 30 days of work completion.
The initial contract term is one year with up to four optional one-year extension terms, for a maximum of five years. Vendors must submit proposals electronically via BidNet Direct at www.bidnetdirect.com/cdphe with one original signed version of the Signature Page (Attachment 1). Submissions must include a completed Budget Template (Attachment 2), Proposer Response Template (Attachment 3), and System Security Plan (Attachment 4). Evaluation criteria encompass technical capability, project management experience, cost-effectiveness, data accuracy standards, and system availability. Vendors must accept all contract and purchase order terms without negotiation to be eligible for award and must verify that their Federal Employer Identification Number and VSS vendor registration match. Vendors should indicate DBE, MBE, or WBE status on the signature page. Questions should be directed to Allan Smith, Purchasing Unit Supervisor, at allan.smith@state.co.us.
