About this opportunity
The Collier County Board of County Commissioners' Procurement Services Division, in collaboration with the Facilities Management Department, has issued a Request for Information seeking vendor input on large-scale modernization of Collier County's physical security infrastructure across 83 countywide locations, with responses due October 12, 2026.
This is a non-binding RFI and explicitly prohibits pricing information in vendor responses. The modernization encompasses replacement and integration of legacy systems: approximately 1,175 cameras currently operating under Pelco Endura VMS; the aging JCI P2000 access control system supporting 894 doors; evaluation of integrating or migrating the existing Lenel system managing 547 doors; approximately 210 Code Blue Emergency Call Boxes across 71 locations; and 24 of 40 existing burglar alarm systems. The County also seeks to modernize the Operations Center with a 4K event-driven videowall environment. The modernization strategy emphasizes open architecture, cybersecurity-first design principles, ONVIF compliance, Linux-based platforms, and future scalability to support up to 2,500 cameras.
Video storage requirements are estimated at approximately 5.5 petabytes of usable RAID-6 storage supporting continuous 24/7 recording with 30-day retention across two existing County data centers. The County requests detailed narrative responses addressing project experience, proposed VMS and ACS platforms, cross-system event orchestration, cybersecurity standards, migration strategy, documentation standards, training programs, warranty and support terms, and long-term sustainability planning.
No incumbent contractor is identified. Responses must be submitted electronically via the Collier County Procurement Division Online Bidding System. Should the County proceed with formal solicitation based on RFI responses, it will be conducted in accordance with Collier County Procurement Ordinance and procedures.
