Collegewide Snow and Ice Removal
Delaware Technical and Community College is requesting proposals for collegewide snow and ice removal services across four campuses (Stanton in Newark, Owens in Georgetown, Terry in Dover, and George in Wilmington) under RFP DTCC2712-SNOW, with proposals due November 18, 2026 at 1:00 p.m. local time. Non-mandatory pre-bid walk-throughs are scheduled October 21–29, 2026, and written questions are due October 30, 2026. The scope covers plowing, salting, shoveling, and ice melt application across eleven total campus locations including satellite facilities (Old Ennis School, Power Plant, Aviation Maintenance, Commercial Transportation, Williams House in Millsboro, Middletown Training Center, and Innovation and Technology Center in New Castle). Services apply to roadways, parking areas, sidewalks, pedestrian walkways, building entrances, and loading areas. A Snow Event is defined as accumulation requiring full property cleanup up to 8 inches; snowfall exceeding 8 inches constitutes a separate event. Bidders must submit per-event pricing for each of the four service categories across all eleven locations. The contract runs January 15, 2027 through January 15, 2030 (three years), with options for renewal through three additional one-year periods via negotiation and potential month-to-month extension for up to three months thereafter. Pricing remains firm for the initial three-year term unless renegotiation is deemed necessary; any extensions beyond the initial term are subject to price adjustments not exceeding the Philadelphia All Urban Consumers Price Index (CPI-U). The College reserves the right to award to multiple vendors based on geographic coverage, operational capacity, continuity of service, and best value determination. Evaluation criteria are weighted as follows: Cost/Pricing (40 points), Experience & Qualifications (30 points), Staffing, Equipment, and Resources (10 points), Local/Regional Responsiveness & Emergency Capability (10 points), and References/Past Performance (10 points). Mandatory insurance includes Workers' Compensation, Commercial General Liability ($1 million per occurrence / $3 million aggregate), Automotive Liability ($1 million combined single limit), and Medical/Professional Liability, Errors and Omissions, or Product Liability ($1 million per occurrence / $3 million aggregate). Vendors must provide three business references, comply with prevailing wage requirements if applicable, register through the Delaware Supplier Portal, submit a non-collusion statement, and identify any subcontractors for agency approval. Monthly usage reports in Excel format are due by the 15th of each month.
