The solicitation seeks qualified contractors to provide reliable, professional, and cost-effective snow plowing, snow removal, ice control, deicing, sidewalk treatment, and related winter weather services to maintain safe and accessible campus facilities. The College operates four campuses (Stanton, Owens in Georgetown, Terry in Dover, and George in Wilmington), each requiring comprehensive snow and ice removal for roadways, parking areas, sidewalks, pedestrian walkways, building entrances, and loading areas. Non-mandatory pre-bid campus walk-throughs are scheduled for October 21-29, 2026, with written questions due by October 30, 2026, and proposals due by November 18, 2026, at 1:00 PM local time. Delaware Technical and Community College reserves the right to award the contract to multiple vendors based on geographic coverage, operational capacity, continuity of service, timely response, campus-specific needs, and best value determination.
Pricing shall remain firm for the initial three-year contract term unless renegotiation is deemed necessary, with any extensions beyond the initial term subject to price adjustments not to exceed the Philadelphia All Urban Consumers Price Index (CPI-U). Vendors must submit proposals with four paper copies and one electronic copy on USB drive containing completed Appendix B pricing forms in Excel format, with all proposals sealed and marked with the contract number DTCC2712-SNOW. The evaluation committee will score proposals using criteria weighted as follows: Cost/Pricing (40 points), Experience & Qualifications (30 points), Staffing, Equipment, and Resources (10 points), Local/Regional Responsiveness & Emergency Capability (10 points), and References/Past Performance (10 points). Mandatory insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$3,000,000 aggregate), Automotive Liability ($1,000,000 combined single limit), and either Medical/Professional Liability, Errors and Omissions, or Product Liability ($1,000,000 per occurrence/$3,000,000 aggregate). Vendors must provide three business references, complete a non-collusion statement, register through the Delaware Supplier Portal, and comply with prevailing wage requirements if applicable. Monthly usage reports in Excel format are mandatory by the 15th of each month, and subcontractors must be identified in the proposal using the designated attachment and are subject to agency approval.

I. INTRODUCTION
A. PURPOSE
The purpose of this Request for Proposal is to obtain sealed proposals for collegewide snow and ice removal services.
It is the goal of this Request for Proposal to identify a vendor(s) and execute a contract to perform snow and ice removal services throughout Delaware Technical and Community College’s campuses.
1. COMPETITIVE SEALED PROPOSAL
It has been determined by Delaware Technical and Community College, pursuant to Delaware Code Title 29, Chapter 6924 (a) that this solicitation be offered as a request for competitive sealed proposals because the use of competitive sealed bidding is not practical and/or not in the best interest of the State. The use of competitive sealed proposals is necessary to:
• Use a contract other than a fixed-price type; or
• Conduct oral or written discussions with vendors concerning technical and price aspects of their proposals; or
• Afford vendors an opportunity to revise their proposals through best and final offers; or
• Compare the different price, quality and contractual factors of the proposals submitted; or
• Award a contract in which price is not the determining factor.
2. CONTRACT REQUIREMENTS
This contract will be issued to remove snow and ice from the College’s campuses.
3. AGENCY USE CONTRACT
Pursuant to 29 Del. C. § 6904(e) respectively, if no state contract exists for a certain good or service, covered agencies may procure that certain good or service under another agency's contract so long as the arrangement is agreeable to all parties. Agencies, other than covered agencies, may also procure such goods or services under another agency's contract when the arrangement is agreeable to all parties.
4. MULTIPLE SOURCE AWARD
The Agency reserves the right to award this contract to more than one vendor pursuant to 29 Del. C. § 6926. The basis for such selection shall be: geographic coverage, operational capacity, continuity of service, timely response, campus/site-specific needs, and best value.
5. POTENTIAL CONTRACT OVERLAP
Vendors shall be advised that Delaware Technical and Community College, at its sole discretion, shall retain the right to solicit for goods and/or services as required by its agencies and as it serves the best interest of Delaware Technical and Community College. As needs are identified, there may exist instances where contract deliverables, and/or goods or services to be solicited and subsequently awarded, overlap previous awards. Delaware Technical and Community College reserves the right to reject any or all bids in whole or in part, to make partial awards, to award to multiple vendors during the same period, to award by types, on a zone-by-zone basis or on an item-by-item or lump sum basis item by item, or lump sum total, whichever may be most advantageous to Delaware Technical and Community College.
6. SUPPLEMENTAL SOLICITATION
Delaware Technical and Community College reserves the right to advertise a supplemental solicitation during the term of the Agreement if deemed in the best interest of Delaware Technical and Community College.
7. CONTRACT PERIOD
Each Vendor’s contract shall be valid for a three (3) year period from January 15, 2027 through January 15, 2030. Each contract may be renewed for three (3) one (1) year periods through negotiation between the Vendor and Delaware Technical and Community College. Negotiation may be initiated no later than ninety (90) days prior to the termination of the current agreement.
Delaware Technical and Community College reserves the right to extend this contract on a month-to-month basis for a period of up to three months after the term of the full contract has been completed.

II. SCOPE OF WORK
A. OVERVIEW
The Vendor(s) shall provide all equipment, materials and labor to supplement Delaware Technical and Community College’s need for Collegewide Snow and Ice Removal as described herein. The contract will require the Vendor(s) to cooperate with the ordering agency to insure Delaware Technical and Community College receives the most current state-of-the-art material and/or services.
B. BACKGROUND
Delaware Technical Community College is seeking qualified and experienced snow and ice removal contractors to provide reliable, professional, and cost-effective services at one or more College locations.
The College is committed to maintaining safe and accessible campuses during winter weather events by providing timely snow and ice removal and treatment of roadways, parking areas, sidewalks, entrances, and other designated areas. These services are essential to support the continued operation of the College and to provide safe access for students, faculty, staff, visitors, and community members. Additional information about the College’s various campuses is available at the following link: https://www.dtcc.edu/our-campuses/.
C. STATEMENT OF NEEDS
Delaware Technical and Community College requires reliable, timely, and professional snow and ice removal services to maintain safe and accessible campus facilities and grounds during winter weather events. The College operates multiple campuses throughout Delaware, each with roadways, parking areas, sidewalks, pedestrian walkways, building entrances, loading areas, and other surfaces that may require snow removal and ice treatment.
Winter weather can create hazardous conditions that affect the safety and accessibility of students, faculty, staff, visitors, contractors, and community members and can interfere with the normal operation of College facilities and programs. The College therefore requires contractors with the equipment, personnel, materials, experience, and operational capacity necessary to respond promptly and effectively to snow and ice events, including events occurring outside of normal business hours.
The College is seeking qualified contractors capable of providing snow plowing, snow removal, ice control, deicing, sidewalk and pedestrian area treatment, and other related services as identified in this RFP.
Services may be required before, during, and after a winter weather event and may vary based on the severity and duration of the event, site conditions, and the operational needs of the College.
The College intends to establish contractual relationships with qualified snow and ice removal contractors that can provide dependable service throughout the winter season. The use of multiple contractors may be necessary to provide adequate geographic coverage, ensure sufficient equipment and personnel are available during significant weather events, provide continuity of service, and allow the College to respond effectively when the demands of a winter storm exceed the capacity of a single contractor.
The selected contractor(s) will be expected to work collaboratively with designated College representatives, monitor weather conditions, respond within the timeframes established by the College, prioritize safety and accessibility, and perform all services in accordance with the specifications and requirements contained in this RFP.
D. DETAILED REQUIREMENTS
The technical requirements of this RFP are stated in Appendix A. Vendors must provide pricing for the items listed in the Excel Spreadsheet, Appendix B.

Vendor is fully responsible for the completeness and accuracy of their proposal, and for examining this RFP and all addenda. Failure to do so will be at the sole risk of vendor. Should vendor find discrepancies, omissions, unclear or ambiguous intent or meaning, or should any questions arise concerning this RFP, vendor shall notify Delaware Technical and Community College’s Designated Contact, in writing, of such findings at least ten (10) days before the proposal opening. This will allow issuance of any necessary addenda. It will also help prevent the opening of a defective proposal and exposure of vendor’s proposal upon which award could not be made. All unresolved issues should be addressed in the proposal.
Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the Designated Contact, in writing, no later than ten (10) calendar days prior to the time set for opening of the proposals.
V. EXCEPTIONS
Bidders may elect to take minor exception to the terms and conditions of this RFP by completing Attachment 3. Delaware Technical and Community College shall evaluate each exception according to the intent of the terms and conditions contained herein, but Delaware Technical and Community College must reject exceptions that do not conform to State bid law and/or create inequality in the treatment of bidders. Exceptions shall be considered only if they are submitted with the bid or before the date and time of the bid opening.
Exceptions must be submitted utilizing Attachment 3 to be considered. Exceptions listed elsewhere in the Vendor’s proposal will not be considered. Delaware Technical and Community College maintains sole discretion to reject any vendor exceptions that are submitted.

The State of Delaware requires a new vendor to complete the registration process through the Delaware Supplier Portal at http://esupplier.erp.delaware.gov. Successful completion of this registration enables the creation of a State of Delaware supplier record. The Taxpayer ID (SSN or EIN) and Applicant (supplier) name are submitted to the Internal Revenue Service for “matching”. If the Taxpayer ID and name do not match, the vendor record cannot be approved.
It is the applicant’s responsibility to select the appropriate 1099 Withholding Type and Class. If incorporated, a business is not subject to 1099 reporting unless the business is providing legal or medical services.

Proposals must contain sufficient information to be evaluated. If a vendor feels that they cannot submit their proposal without including confidential business information, they must adhere to the following procedure or their proposal may be deemed unresponsive, may not be recommended for selection, and any applicable protection for the vendor’s confidential business information may be lost.
In order to allow Delaware Technical and Community College to assess its ability to protect a vendor’s confidential business information, vendors will be permitted to designate appropriate portions of their proposal as confidential business information.
