About this opportunity

The City of Southfield, Michigan has issued a Request for Proposals (RFP) for comprehensive residential solid waste and municipal services collection, targeting 17,175 single-family residential households and select commercial sites. The procurement seeks a contractor to provide refuse, recyclable materials, bulky items, and yard waste collection services, with the contractor responsible for designating disposal locations, processing facilities, and managing all associated tip fees and taxes. The contract will span five years, from July 1, 2024, through June 30, 2029, with an option for a three-year renewal. Proposers must submit detailed technical and cost proposals, including information on vehicles, staffing, operational plans, and financial qualifications. The city will evaluate proposals based on experience, technical capabilities, financial stability, and pricing, with a voluntary pre-proposal conference scheduled for September 7, 2023, and proposals due by October 23, 2023. Evaluation criteria will encompass the vendor's ability to implement services efficiently, with alternative service models including maintaining current collection methods or introducing 64-gallon or 96-gallon refuse and recycling carts.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Historical waste collection data indicates approximately 68,023 tons of refuse, 17,676 tons of yard waste, and 2,426 tons of recyclables were collected in 2022, with a recycling set-out rate of 47.40%. The city currently owns existing recycling carts and plans to deploy approximately 7,000 additional recycling carts under certain service alternatives. While no incumbent vendor is specifically mentioned, the proposal requires the selected contractor to provide all necessary equipment, maintain vehicles, handle customer service, and ensure compliance with local, state, and federal regulations. A performance bond will be calculated as one-fourth of the annual contract value, and recyclable materials must be delivered to the RRRASOC Materials Recovery Facility. Though specific budget ranges are not detailed, the comprehensive nature of the services and the volume of waste suggest a substantial municipal contract with significant potential value for the selected vendor.
