About this file

This document is an Addendum #1 for the City of Southfield's solicitation for Collection and Disposal of Residential Solid Waste and Other Municipal Services (File #23-044). The addendum provides detailed responses to 22 questions from potential bidders regarding the proposal. Proposers are required to submit electronic proposals through the MITN (Michigan InterGovernmental Trade Network) website by the specified due date, with pricing to be included. The city is seeking proposals for residential solid waste collection services, with options for an "As-Is" service and three alternate service models. Proposers are encouraged to submit pricing for all options, and alternative proposals are allowed with certain guidelines.

Key details include the city's current waste collection volumes (17,816 tons of refuse, 5,443 tons of yard waste, and 2,155 tons of recycling in 2022), service provisions for private roads, and specifications for recycling and potential trash carts. The city owns existing recycling carts and plans to deploy approximately 7,000 additional recycling carts under certain service alternatives. There are no limits on the amount of refuse, bulky items, or white goods residents can place for collection. The performance bond will be calculated as one-fourth of the annual contract value, and recyclable materials must be delivered to the RRRASOC Materials Recovery Facility. Contract negotiations will focus on selecting the most qualified, responsible, and capable proposer who can implement the services at a reasonable cost.
