About this opportunity
The State of Arkansas, through the Arkansas Office of State Procurement (OSP) on behalf of the Arkansas State Police (ASP), has issued an Invitation for Bid (IFB) for Cold Case DNA/Genealogy Testing Outsourcing services. The contract is open to the jurisdiction of Pulaski County and the City of Little Rock. The State seeks bids from private contractor laboratories to provide complete, in-house DNA testing for unsolved cases utilizing whole genome shotgun sequencing or SNP microarray analysis to develop SNP profiles. The contractor must have the capacity to analyze cases within 90 calendar days of receipt and provide database upload and genealogical research services as required. The contract is for an initial 1-year term, with the option to renew up to 6 additional 1-year terms. Pricing must be proposed in U.S. dollars and all costs associated with fulfilling the IFB requirements must be included, excluding taxes. The contract will be awarded to the lowest-bidding, responsible prospective contractor on an all or none basis.
The IFB does not specify any set-aside designations or restrictions on the types of organizations that can respond. No incumbent vendors or current contractors are listed. The total contract value or budget range is not provided, but the State expects to submit 1-10 criminal investigations, unidentified human remains, or missing persons cases per year for testing. Bidders must certify that they do not employ illegal immigrants and do not boycott Israel in order to be considered for the contract award.
