About this file

This document is an Invitation for Bid (IFB) issued by the Arkansas Office of State Procurement (OSP) on behalf of the Arkansas State Police (ASP) to obtain pricing and a contract for Cold Case DNA/Genealogy Testing Outsourcing. The IFB seeks bids from private contractor laboratories to provide complete, in-house DNA testing for unsolved cases utilizing whole genome shotgun sequencing or SNP microarray analysis to develop SNP profiles. The State expects to submit samples from 1-10 criminal investigations, unidentified human remains, or missing persons cases per year, with each submission typically containing one evidentiary item. The contractor must have the capacity to analyze cases within 90 calendar days of receipt and provide database upload and genealogical research services as required. The contract is for an initial 1-year term, with the option to renew up to 6 additional 1-year terms.

Pricing must be proposed in U.S. dollars and all costs associated with fulfilling the IFB requirements must be included, excluding taxes. The contract will be awarded to the lowest-bidding, responsible prospective contractor on an all or none basis. The contractor must provide the required insurance coverage and will be subject to performance standards with associated damages for non-compliance.
