About this opportunity
The Oregon Department of Consumer and Business Services, Workers' Compensation Division (WCD) is seeking to procure a new microfilm scanner through a COBID (Certification Office for Business Inclusion and Diversity) informational posting. The primary objective of this procurement is to replace an existing scanner that has reached the end of its equipment lifecycle, with a focus on supporting a multi-year digitization project for workers' compensation claims and WCD rules microfilm reels. The selected vendor will provide a high-quality scanner capable of scanning historical microfilm records and enabling upload to the agency's network for sharing with authorized stakeholders. The contract is expected to be up to three years in duration, with services required to commence before June 30, 2025. Interested vendors are encouraged to contact Nicholas Brooks, Procurement Specialist, at 971-375-7762 or Nicholas.brooks@dcbs.oregon.gov to discuss the technical requirements and potential service provision. The key deliverables include a microfilm scanner that ensures high-resolution, readable digital conversions of historical documents, with compatibility for network storage and sharing.
This procurement opportunity is specifically targeted at businesses certified by the Certification Office for Business Inclusion and Diversity (COBID), suggesting potential set-aside or preference for diverse business enterprises. The current incumbent or preferred vendor appears to be Chiron Solutions Inc Company, though the posting leaves room for other certified businesses to demonstrate their capabilities. While specific budget ranges are not explicitly stated in the documentation, the multi-year nature of the project and the specialized scanning equipment suggest a potentially significant investment. The procurement process emphasizes technical capability, document preservation quality, and the ability to support the agency's long-term digitization objectives. Interested COBID-certified businesses with experience in microfilm scanning, document digitization, and enterprise document management systems are most likely to be competitive for this contract opportunity.
