About this file
This is a Sole-Source Determination Memo issued by the Oregon Department of Human Services (ODHS), Office of Contracts & Procurement, for the procurement of NurseLearn program access. The sole-source contract (S-10000-00013970_6138) seeks to maintain continuous access to a comprehensive online learning program designed for nursing activities in community-based care (CBC) settings with Oregon-specific regulatory content. The service will be provided to Oregon-licensed nurses and APD-licensed providers, including licensed CBC facility administrators and adult foster home licensees. The contract term runs from August 2025 through December 2026, with an agency option to amend and extend the contract for continued access to the program for a maximum period of 10 years, subject to funding availability. The program includes 30 online modules with case studies, tools, and templates tailored to CBC settings and Oregon administrative requirements.
The estimated total contract value is $387,000. The contractor is Schole Edu LLC, doing business as NurseLearn, located at 865 N. Tomahawk Island Dr. #112, Portland, OR 97217, with contact person Cynthia McDaniel. The sole-source justification is supported under ORS 279B.075(2)(a), as NurseLearn is the first and only program in the United States offering comprehensive, on-demand courses across key aspects of CBC nursing with a certificate in community-based care nursing. ODHS completed a competitive solicitation in 2023 that resulted in a single bid from NurseLearn, and the program is currently operational with proven implementation of three quality improvement initiatives. The agency reserves the right to negotiate rates for updating online content due to state or federal rule changes. Protests must be submitted within seven calendar days after the notice is posted on OregonBuys via email to Sharon M. Landis at Sharon.m.landis@odhsoha.oregon.gov.

The program is operational, with 30 online modules available to any licensed nurse in Oregon and customized with case studies, tools, and templates that are tailored to CBC settings as well as Oregon-based administrative regulatory requirements. The current request is to maintain access to this unique program. NurseLearn is the first and only program in the US that offers comprehensive, on demand courses across key aspect of CBC nursing and that offers a certificate in community-based care nursing.
