About this opportunity
Colorado Northwestern Community College (CNCC) is soliciting quotes for the procurement of one non-radiographic x-ray simulator unit under a Documented Quote process (CNCC FY26-011). The equipment must include specific hardware configurations consisting of a four-way float-top table, transverse rotational tubestand, wall stand, non-operational x-ray tube, and certified manual collimator, along with compatible software including Rayence Acquisition console software and Xmaruview acquisition software to integrate with the college's existing systems. CNCC launched its Radiologic Technology program in Fall 2025 with 8 students and anticipates expanding to two cohorts totaling 14 students by Fall 2026, requiring the second simulator to support instruction in x-ray machine operation and patient positioning. The equipment must be delivered and installed at CNCC's Craig Campus (2801 West 9th Street, Craig, CO 81625) no later than May 30, 2026, with all costs for equipment, mandatory installation, and shipping/freight included in a firm lump-sum price that remains fixed through delivery and installation. The solicitation was published April 9, 2026, with a written questions deadline of April 10, 2026 by 5:00 PM Mountain Time, estimated answers posted April 13, 2026, and a quote submission deadline of April 16, 2026 by 5:00 PM Mountain Time, with an estimated award date of April 20, 2026 and desired contract start date of May 1, 2026. Award will be made to the responsible respondent whose acceptable quote is most advantageous to the State, with price/cost as the primary consideration and other factors including sample quality and delivery lead time potentially considered. Respondents must be in good standing with the State of Colorado, possess proper authorization and licenses to sell and install the requested products, provide proof of insurance evidencing minimum General Liability coverage of $1 million per occurrence and $1 million aggregate, submit a W-9 form, complete the CNCC Response Sheet, provide product lead time and tentative delivery dates, and submit relevant licenses and certifications.
The solicitation permits responses from alternative manufacturers beyond the current Rayence and Armad Medical by Summit Industries systems, provided they meet functional and interface requirements for compatibility with existing equipment and software systems. Service Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Small Business Administration and registered in Colorado are eligible for a 5 percent preference on quote pricing. The procurement does not include a maintenance and service agreement; however, vendors are invited to submit separate pricing proposals for maintenance solutions covering both current and newly acquired simulators, which must be priced and documented separately from the primary simulator proposal. The college currently maintains and operates the existing simulator systems using internal RadTech subject-matter experts and facilities teams for non-vendor-required support, with the institution reserving the right to contract maintenance services independently following equipment acquisition. The total budget allocation for this one-time purchase with no renewal options is $35,000, which represents the maximum lump-sum funding available to cover all equipment, installation, and shipping costs.
