About this opportunity
Cleveland Metropolitan School District is requesting proposals for snow and ice removal services across approximately 60 facilities organized into four geographic regions (North Eastside, South Eastside, East and West Central, and West Side), with proposals due October 16, 2026 and questions due October 8, 2026 at noon. The District reserves the right to award one or more contracts by geographic region, building group, service category, or any combination thereof.
Proposers may bid on one, multiple, or all four regions. The scope includes plowing all roadways, driveways, and parking areas to surface by 6:00 a.m. daily for measurable snowfall of one inch or more (plowing prohibited during school hours 7:30 a.m. to 3:30 p.m. unless authorized), and salt or ice melt applications to driveways and parking lots. All pricing must be firm for the full contract term and all-inclusive of labor, equipment, fuel, materials, staking, mobilization, travel, insurance, overhead, and profit; hourly equipment rates apply only to District-directed work outside standard per-event and per-application services.
Minimum qualifications require eight or more plow trucks, three or more wheel loaders, five or more skid steers, salt spreaders, snow hauling equipment and dump trucks, a minimum of five trained operators, and a dedicated operations manager assigned to CMSD. Contractors must demonstrate successful management of commercial, educational, municipal, healthcare, or similar multisite snow and ice management contracts involving a minimum of 25 facilities or comparable acreage under coordinated operation. Contractors must maintain Commercial General Liability and Automobile Liability insurance at $1,000,000 limit per occurrence each, with CMSD named as additional insured.
The contract term runs November 1, 2026, through November 1, 2029, with two renewal options extending through November 1, 2031. Evaluation weights: Organizational Capacity and Staffing (25%), Fleet and Equipment Resources (25%), Experience with Large Multisite Accounts (20%), Operations and Emergency Response Plan (15%), and Cost Proposal (15%). Site walkthroughs are mandatory prior to submission. Pricing is submitted on the Pricing Form with per-event plowing and per-application salting prices for each facility by region, plus hourly equipment rates.
