About this file

This document is the Pricing Form (Attachment B) for RFP-21449, a snow and ice removal services contract issued by Cleveland Metropolitan School District (CMSD) in Ohio. The RFP solicits proposals for snow and ice management services across approximately 60 facilities organized into four geographic regions: North Eastside (15 facilities), South Eastside (15 facilities), East and West Central (15 facilities), and West Side (16 facilities). Proposers may bid on one, multiple, or all regions. The scope of work includes plowing roadways, driveways, and parking areas for every accumulation of one inch or more; application of salt and noncorrosive ice-melt materials; site staking and weather monitoring; and repair of any damage caused by the contractor. The snow season runs November 1 through April 30 each contract year. Pricing must be submitted for three initial contract years (2026-27, 2027-28, 2028-29) and two renewal options (2029-30, 2030-31). Services outside the snow season will be billed at hourly rates.

All pricing must be submitted as a single, all-inclusive flat seasonal fee per facility, with per-event, per-push, per-inch, and per-application pricing explicitly not accepted. The seasonal fee covers all labor, equipment, fuel, materials, supervision, overhead, and additional removals or applications coordinated with or requested by the Facilities Manager, regardless of actual snowfall; no adjustments will be made for above- or below-average snowfall. The seasonal fee will be invoiced in six equal monthly installments from November through April and is payable regardless of snowfall. Excluded from the seasonal fee are off-site snow hauling and other additional services, which may only be authorized in writing and will be billed at separately specified hourly rates for equipment categories including plow trucks, wheel loaders, skid steers, dump trucks, salt spreader trucks, and laborers. The District reserves the right to add or delete facilities during the contract term, with any changes prorated on a monthly basis. Prices are firm for each season as stated with no escalation allowed beyond the amounts entered. Ohio sales tax must not be included in the pricing proposal.

RFP-21449 CMSD Snow and Ice Removal Services — Attachment B: Pricing Form (Flat Seasonal Fee)

ATTACHMENT B — PRICING FORM (REVISED)

RFP-21449 | CMSD Snow and Ice Removal Services | Flat Seasonal Fee Pricing This form supersedes the prior per-event / per-application Attachment B in its entirety.

Section 1 — Pricing Instructions and Basis of Pricing

1. Pricing Basis. Proposers shall price each facility as a single, all-inclusive flat fee per snow season (the "Seasonal Fee"). Per-event, per-push, per-inch, and per-application pricing will not be accepted.

1. Snow Season. The snow season is November 1 through April 30 of each contract year. Services requested outside the snow season will be billed at the hourly rates in Section 4.

1. Included in the Seasonal Fee. The Seasonal Fee covers all labor, equipment, fuel, materials, supervision, and overhead required to perform the Scope of Work at the facility for the full season, regardless of the number of snow or ice events, including without limitation:

1. All plowing of roadways, driveways, and parking areas for every accumulation of one (1) inch or more, on weekdays, weekends, and holidays;

1. All salt and/or noncorrosive ice-melt material and application for snow, freezing rain, and ice conditions;

1. Additional removals or applications on the same day when coordinated with or requested by the Facilities Manager, including requests for snow falling after 7:00 a.m. and emergency calls;

1. Site staking, weather monitoring, widening, on-site snow pile push-back, and daily email service reporting; and

1. Repair of any damage caused by the Contractor, as required by the Scope of Work.

1. Excluded from the Seasonal Fee. Off-site snow hauling/relocation and other additional services, only when authorized in writing by the Facilities Manager or Executive Director of Operations, will be paid at the hourly rates in Section 4. Sidewalk and walkway clearing is not part of this contract.

1. Payment. The Seasonal Fee will be invoiced in six (6) equal monthly installments, November through April, and is payable regardless of actual snowfall. No adjustment will be made for above- or below-average snowfall.

1. Additions, Deletions, and Proration. The District may add or remove facilities during the contract. Any change will be prorated on a monthly-installment basis. Pricing for added facilities will be negotiated based on comparable facilities in this form.

1. Contract Years. Provide a Seasonal Fee for each of the three (3) initial contract years (2026–27, 2027–28, 2028–29) and each of the two (2) renewal options (2029–30, 2030–31). Prices are firm for each season as stated; no escalation will be paid beyond the amounts entered.

1. Regions. Proposers may propose on one, multiple, or all regions. If proposing on a region, a Seasonal Fee must be entered for every facility in that region. Regions not proposed shall be left blank and marked "No Proposal."

1. Taxes and Form Integrity. Do not include Ohio sales tax. Do not alter, add conditions to, or qualify this form; doing so may render the proposal nonresponsive. In case of a discrepancy, facility-level pricing governs over totals.
