About this opportunity

Sarasota County is seeking a contractor for a comprehensive Closed Circuit Television (CCTV) Systems Installation and Support contract through Invitation for Bids #252681FB. The procurement covers preventative maintenance inspections (PMI), routine service, and installation of new CCTV equipment for approximately 1,100 cameras across 58 county facilities including administrative centers, parks, libraries, utility facilities, and transportation centers. Qualified bidders must demonstrate experience in camera installation, CCTV system repair, and preventative maintenance within the past seven years, with a minimum of two references required. Bidders must also be an Axis Technology Integration Partner with certifications for structured copper and fiber cabling installation. The contract has an anticipated initial term of three years, with the bid closing on April 7, 2021, at 2:30 PM EDT. Evaluation will be based on the lowest total bid price, with the contractor responsible for providing bi-annual maintenance, service technician rates, new equipment training, and potential software and hardware upgrades. Key deliverables include maintaining existing Vicon and Axis camera systems, performing technical support, and managing system installations and replacements across various county locations.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Three vendors submitted bids: Integrated Fire & Security Solutions Inc (total bid of $666,270), Electronic Protection Systems (total bid of $627,390), and Advanced Automation Systems (total bid of $627,390). The existing infrastructure primarily consists of Axis camera models with various firmware versions, Valerus and Dell network video recording systems strategically placed across county facilities. Contractors must maintain comprehensive insurance coverage, including workers' compensation, commercial general liability, business automobile liability, and professional liability with technology errors and omissions coverage. Personnel will be required to undergo background checks for accessing certain county facilities. The contract includes a detailed fee schedule covering service elements such as lift rentals, technician rates during and after normal business hours, and markup percentages for software upgrades, parts, materials, and subcontractors. While specific budget ranges are not explicitly stated, the total bid prices suggest a contract value approaching $700,000 for the three-year term.
