About this opportunity

The Red Clay Consolidated School District issued a Request for Proposals for Clinical Mental Health Services to secure qualified vendors to deliver in-school therapeutic support for students from preschool through 18-22 years old, serving approximately 20-40 students per full-time clinician. The procurement seeks licensed Social Workers and Clinical Mental Health professionals capable of providing comprehensive clinical services including daily group therapy, weekly individual therapy, family counseling, crisis intervention, and therapeutic home visits for school-avoidant students. Vendors must submit proposals electronically to bids@dataservice.org by May 14, 2026, at 2:00 PM, with public opening of proposal names occurring simultaneously. Required qualifications include a minimum of three years of experience providing services to students with disabilities in school settings, valid state licensure, appropriate clearances, and general and professional liability insurance of at least $1,000,000. Vendors must provide hourly rate proposals for three service categories: Licensed School Social Worker (Masters level and above), Licensed Clinical Social Worker (Masters level and above), and Licensed Mental Health Clinician (Masters level and above). Evaluation criteria include experience providing similar services (0-20 points), ability to serve diverse student needs (0-20 points), professional learning and staff support capacity (0-15 points), cost and hourly rates (0-15 points), staff supervision and credentialing (0-15 points), and administrative support including billing capabilities (0-15 points). The contract shall become effective upon Board approval and continue through July 31, 2027, with renewal options available for subsequent full years by mutual agreement.

The RFP contains no specific set-aside designations or restrictions limiting responses to particular types of organizations, including disadvantaged enterprises. No incumbent vendors or current contractors are identified in the solicitation documents. The District reserves the right to award the contract to multiple vendors to ensure adequate coverage and may terminate the contract at any time with thirty days' written notice and no early termination charges. Bid deposits and performance bonds are waived. No specific award value or budget range is disclosed in the RFP; compensation is structured on an hourly basis according to the three service categories with rates to be determined through vendor proposals and the evaluation process.
