About this file

This is Addendum No. 1 to a Request for Proposals issued by the Red Clay Consolidated School District in Delaware for Clinical Mental Health Services. The RFP seeks qualified vendors to provide in-school therapeutic support including individual therapy, group therapy, family counseling, crisis intervention, and therapeutic home visits for students from preschool through 18-22 years old, with approximately 20-40 students served per full-time clinician. Proposals must be submitted electronically by May 14, 2026, at 2:00 PM, with public opening of proposal names occurring simultaneously. Vendors must provide hourly rate proposals for three service categories: Licensed School Social Worker (Masters level and above), Licensed Clinical Social Worker (Masters level and above), and Licensed Mental Health Clinician (Masters level and above). The contract shall become effective upon Board approval and continue through July 31, 2027, with renewal options available for subsequent full years by mutual agreement. The District anticipates awarding multiple vendors for each service area.

Key clarifications in the Addendum address service delivery, submission requirements, and compensation structures. All clinical services must be provided in-person; virtual teletherapy services are not acceptable. Electronic signatures and electronic-only submissions are not permitted; hard-copy/physical submissions are required. The District does not require resumes with proposals but welcomes blind resumes if submitted. Resumes are not required for service providers upon proposal submission. The District provides students and providers with necessary technology, assessment materials, and supplies. Current vendor rates for Licensed Clinical Social Workers range from $74-75 per hour, with the current vendor being Pediatric Therapeutic Services DBA Kelly Services at $74.16 per hour. Vendors may request annual price increases by submitting proposals to the Chief Operating Officer's office for approval. The District will accept differentiated rates for bilingual providers. No physical office location in Delaware is required. Vendors may include exceptions or additional terms in their proposals for committee review without penalty or disqualification. The RFP contains no set-aside designations or restrictions limiting responses to particular types of organizations.
