About this file
This is Addendum No. 2 to a Request for Proposals issued by the Red Clay Consolidated School District for Clinical Mental Health Services. The District seeks qualified vendors to provide approximately 12-15 social workers and clinical mental health staff across approved agencies for the 2026-27 school year. Services include daily group therapy, weekly individual therapy, family counseling, crisis intervention, and therapeutic home visits for school-avoidant students, serving preschool through 18-22 year-old students at approximately 20-40 students per full-time clinician. The RFP requires electronic proposal submission to bids@dataservice.org by May 14, 2026, at 2:00 PM, with public opening of proposal names occurring simultaneously. An anticipated award date is approximately 90 days from the opening date, with the contract effective upon Board approval and continuing through July 31, 2027, with renewal options available for subsequent full years by mutual agreement. Required qualifications include a minimum of three years of experience providing services to students with disabilities in school settings, valid state licensure, appropriate clearances, and general and professional liability insurance of at least $1,000,000.
Compensation is structured on an hourly basis with rates varying by specialty area: Licensed School Social Workers (Masters level and above), Licensed Clinical Social Workers (Masters level and above), and Licensed Mental Health Clinicians (Masters level and above). Incumbent vendors include American Medical Staffing ($76-$120/hour), AMN Allied Services LLC ($74-$85/hour), Aveanna Healthcare ($35-$185/hour), Bright Bloom ($58-$85/hour), Kate Dickey (approximately $7,190 monthly), Light Street Special Education Solutions ($80-$91/hour), Pediatric Developmental Services ($62-$117/hour), Pediatric Therapeutic Services/Kelly Services ($58-$92/hour), SHC Services, Inc. ($47-$92/hour), Soliant Health ($74-$117/hour), The Speech Clinic ($58-$92/hour), and The Stepping Stones Group ($40-$98/hour). While there is no specified maximum hourly rate, hourly rates are a component of proposal scoring, and vendors may differentiate rates by specialty or for bilingual providers. The District indicated that services are on-site only with no tele-therapy positions available. All Bid Deposit and Performance Bond requirements have been waived, and there is no local vendor preference. The District rebids contractual services every 2-3 years, and services must be tracked through an internal data system for Medicaid reimbursement purposes.
