About this opportunity

Central Linn School District is requesting proposals for Construction Manager/General Contractor (CM/GC) services for seismic rehabilitation of Central Linn Elementary School's gym and cafeteria at 239 W. 2nd Street, Halsey, Oregon, with proposals due September 11, 2026 and a mandatory pre-proposal conference on August 26, 2026 at 11:00 a.m.

Proposers must demonstrate a minimum of five years of continuous construction experience with at least two comparable projects completed within that timeframe, possess bonding capacity for 100% performance and labor/material bonds, and maintain key personnel availability throughout the project. Work must comply with Oregon public contracting statutes, prevailing wage requirements, and public bidding procedures for subcontracted work.

The scope includes seismic retrofit to achieve "Immediate Occupancy" per ASCE 41-23 standards: roof truss strengthening, CMU wall and pier strengthening using fiber-reinforced polymer (FRP) and steel strongback columns, new shear walls, in-plane and out-of-plane attachments, seismic isolation joints, and MEP bracing. The construction budget does not exceed $2.061 million. Design finalization and Guaranteed Maximum Price (GMP) determination extend through March 2027, with construction scheduled June through September 2027.

The CM/GC fee structure comprises a fixed fee for pre-construction services through GMP submittal and a fixed fee for remaining CM/GC services incorporated into the total GMP. Evaluation criteria are weighted: firm experience (15 points), CM/GC and related experience (15 points), key personnel experience (20 points), overall project understanding and approach (15 points), scheduling approach (5 points), cost control (15 points), fee (10 points), and references (5 points), for a maximum of 100 points. The evaluation committee will interview the top three finalists on approximately September 15–16, 2026, with Intent to Award by September 21. The School Board will approve the award on October 12, 2026, and CM/GC services commence October 14. Written questions are due by 4:00 p.m. PST on September 1, 2026. Proposals are limited to 25 pages and must include prequalification statements, statements of assurance, demonstrated drug testing programs, and certified bonding letters.
