About this opportunity

Clay County Board of County Commissioners (Florida) is soliciting qualifications from pavement management firms to conduct a comprehensive Pavement Condition Survey and develop a Pavement Management Program for approximately 831 centerline miles of County-maintained paved roadways, with qualifications due October 15, 2026 at 4:00 p.m. and inquiry deadline of October 2, 2026.

The scope requires industry-standard data collection and automated condition surveys measuring Pavement Condition Index (PCI), Surface Condition Index (SCI), crack identification, rut depth, ride quality, and texture across the County roadway network. Deliverables include pavement inventory validation, GIS-compatible databases, prioritized project lists with lifecycle cost analyses, multiple funding scenarios, a Pavement Management System with staff training, a fiscally constrained 20-year forecast with detailed 10-year recommendations, and a comprehensive report with presentation to the Board.

Respondents must hold Professional Engineer licensure in Florida, provide proof of current insurance (Commercial General Liability with $1 million each occurrence / $2 million aggregate, Business Auto Liability, Workers' Compensation, and Professional Liability of $1 million), and submit W-9, EFT authorization, and compliance certifications including drug-free workplace and debarment status. Contractor prequalification certification, if applicable, is required.

Evaluation is weighted across six criteria totaling 100 points: Qualifications and Experience of Firm (20 points), Qualifications of Project Team and Key Personnel (20 points), Project Approach and Technical Methodology (30 points), Past Performance and References (15 points), Project Schedule and Availability (10 points), and Location/Ability to Serve the County (5 points). No pricing is requested during qualification; pricing is negotiated after selection. Bid opening is October 16, 2026 at 9:00 a.m., with Board recommendation estimated for November 10, 2026. The County reserves the right to reject any or all bids, award to multiple bidders, and waive formalities.
