About this opportunity

Palm Beach County's Board of County Commissioners issued Request for Pre-Qualification (RPQ #19-082/CC) to establish a pre-qualified vendor list for the supply of water utility components and repair services on an as-needed basis. The procurement seeks vendors capable of providing service saddles and sleeves (up to 2" tap size), pressure pipe repair clamps, and pressure pipe bell joint leak clamps from approved manufacturers including JCM, Smith Blair, Ford, Romac, Power Seal, AY McDonald, and TPS. Vendors must submit pre-qualification responses by August 29, 2019, at 4:00 p.m. to Colleen Cardillo, Senior Buyer, at the Palm Beach County Purchasing Department. Once pre-qualified, vendors will be contacted on an as-needed basis to submit quotes for individual projects with five (5) business day response requirements. Delivery is mandated within twenty-four (24) hours for stock items and five (5) calendar days for non-stock items following issuance of a delivery order. All items must comply with Palm Beach County Water Utilities Department Minimum Engineering and Construction Standards, and vendors must provide factory/manufacturer warranty against defects. Pricing shall be submitted at fixed unit prices on the County-provided response form, with the lowest responsive and responsible vendor receiving award consideration.

The solicitation is subject to Palm Beach County's Equal Business Opportunity (EBO) Ordinance with Small/Minority/Women-Owned Business Enterprise (S/M/WBE) participation goals applied on a project-by-project basis, with individual projects capped at $99,999. A 5% local preference is available to vendors with a permanent place of business in Palm Beach County upon submission of a Certification of Business Location and valid Business Tax Receipt. Vendors must register in the County's Vendor Self Service system and comply with criminal history record checks, commercial non-discrimination requirements, and all applicable federal and state regulations. The anticipated contract term is sixty (60) months with an estimated total value of $700,000. No incumbent vendors are identified in this solicitation. The contract applies to three county warehouse locations: Central Region Operation Center, South Region Operation Center, and Western Region Operation Center, with funding contingent upon annual Board appropriations.
