About this opportunity

The Palm Beach County Board of County Commissioners Purchasing Department issued a Request for Quotation (RFQ) for the purchase and delivery of repair clamps under a term contract. The solicitation sought quotations for two lots of pressure pipe repair clamps, with Lot #1 comprising 25 line items for single-band, double-band, and triple-band stainless steel repair clamps ranging from 3 to 48 inches in diameter and annual estimated quantities between 2 to 50 units per item, and Lot #2 consisting of one line item for pressure pipe bell joint leak clamps in 6-inch diameter for eight units annually. Acceptable manufacturers included Ford, Smith Blair, POWER SEAL, JCM, and Romac, depending on the clamp type and specifications. All unit prices were required to be firm and fixed, provided within two decimal points, and remain constant throughout the initial and any subsequent contract terms. The submission deadline was July 26, 2018, at 4:00 p.m. Palm Beach County time, with responses accepted via fax or email. The successful vendor was to be awarded a contract for twelve months with the option to renew for four additional twelve-month periods, subject to mutual written agreement and appropriation of funds by the Board of County Commissioners.

Awards were to be made on a lot-by-lot basis to the lowest responsive and responsible vendor, with consideration given to Small Business Enterprise (SBE) certifications and local preference ordinances that could reduce qualifying bids by up to 5 percent. Delivery was required within thirty calendar days of receiving a term contract delivery order, with deliveries to either the North Region Operation Center in West Palm Beach or the South Region Operation Center in Delray Beach, with the County reserving the right to add or delete delivery locations at no additional charge. Vendors were required to comply with criminal history record checks, public entity crime statutes, drug-free workplace certifications, and all applicable federal, state, county, and local laws and regulations. Pricing had to comply with F.O.B. destination requirements, with the vendor responsible for all transportation charges and liability during transit. Payment was to be rendered upon the County's satisfaction and acceptance of delivered items, with invoices submitted to the Palm Beach County Finance Department and purchase order numbers required on all documentation. However, this solicitation was subsequently cancelled and did not proceed to award.
