About this opportunity
The City of Phoenix Finance Central Procurement Department is conducting a Request for Information (RFI) for a Civil Case Management System to support the Law Department's approximately 3,200 annual matters involving 90 employee users. The procurement seeks a comprehensive software solution capable of creating case/matter assignments, generating workflows, tracking case-related documents, creating alerts and reports, and integrating with multiple existing systems including Microsoft Office/Outlook, NetDocuments, SAP, and TrialNet/Acuity. Key system requirements include robust search capabilities, time-entry functionality, docketing features, role-based permissions, and the ability to generate fillable templates. The RFI was released on September 4, 2025, with inquiries due by September 18, 2025, and full responses required by October 23, 2025, at 2:00 pm. Potential vendors are expected to provide detailed responses to 20 comprehensive questions covering industry knowledge, solution capabilities, implementation strategies, technical specifications, and staff requirements, with the ultimate goal of informing a future Request for Proposal (RFP).
The RFI explicitly states that this is an information-gathering exercise and does not constitute a formal solicitation or pre-qualification process for vendors. No purchases will be made as a result of this request, and participation is entirely voluntary. The City has not indicated any specific set-aside designations or restrictions on responding organizations, nor has it disclosed any incumbent vendors or specific budget ranges for the potential project. Vendors are encouraged to provide insights into integration challenges, implementation timelines, training approaches, and innovative technology solutions for transitioning from a paper-based to an automated case management system. The procurement is open to vendors with experience in developing comprehensive civil case management systems that can meet the complex technological and operational needs of a municipal law department, with particular emphasis on multi-software integration and scalable, user-friendly design.
