About this file

This is a Request for Information (RFI) issued by the City of Phoenix's Finance Central Procurement department, seeking input for developing a Request for Proposal (RFP) for a Civil Case Management System. The RFI is focused on gathering information about a comprehensive software solution to support the Law Department's case management needs, with an estimated 90 employee users processing approximately 3,200 matters annually. The RFI was released on September 4, 2025, with inquiries due by September 18, 2025, and responses due by October 23, 2025 at 2:00 pm. The desired system should include capabilities such as case/matter assignments, workflow generation, document tracking, deadline alerts, role-based permissions, integration with Microsoft Office/Outlook, NetDocuments, SAP, and other City systems, as well as features like time-entry, docketing, and robust search functionality.

The City is seeking a Commercial Off-the-Shelf (COTS) solution that can be customized and expanded, with vendors expected to provide detailed information about implementation strategies, technical capabilities, integration approaches, and support models. The system should accommodate various functional areas including time entry, attorney rate management, matter tracking, calendar/deadline management, billing, reporting, and mobile access. The Law Department processes 41,515 time entry transactions annually with a total value over $21 million, indicating the system's potential complexity and importance. Vendors are asked to provide insights into implementation timelines, change management approaches, training plans, and support models, with the ultimate goal of transitioning from a paper-based to a fully automated system for the fifth-largest city in the United States.
