About this opportunity

The City of Bridgeport is requesting sealed bids for Citywide Sidewalk, Curb, Apron & ADA Ramp Repair and Replacement services on a unit-price basis, with electronic submissions due by 2:00 pm on September 22, 2026, through the OpenGov e-Procurement Portal. The contract will be awarded to one responsive, responsible bidder for a two-year term with a possible one-year extension; work will be assigned by work order.

No set-asides or preferences are stated, though minority and women-owned business enterprises are encouraged to apply. Contractors must be licensed in Connecticut with qualified, certified employees and must obtain all necessary permits at their own expense. Connecticut prevailing wage requirements under Labor Law Section 31-53 apply.

The scope encompasses sidewalk, curb, apron, and ADA ramp repair and replacement services across multiple locations throughout Bridgeport. Specifications are drawn from Connecticut Department of Transportation standard sheets covering concrete sidewalks (5-foot width, 4-foot minimum passing spaces at 200-foot intervals, 4-inch concrete placement in two 8-inch lifts, wood-float finish, and 1.5% typical surface slope), concrete and bituminous curbs with detailed dimensional standards, paved aprons at catch basins, and ADA-compliant curb ramps (maximum 8.33% running slope, 48-inch minimum widths, detectable warning surfaces extending 2 feet minimum, 1/4-inch maximum vertical discontinuities at joints, and coarse broom finishes). Ramp types include perpendicular, parallel, two-directional blended, single-direction, restricted crossing, railroad crossing, and driveway crossing configurations per CTDOT guidance sheets. All work must comply with Public Right-of-Way Accessibility Guidelines (PROWAG) Draft 2013 standards.

Contractors must provide performance and payment bonds equal to 100% of contract price, along with comprehensive insurance including workers' compensation, commercial general liability of $1,000,000 per occurrence, automobile liability of $1,000,000, and umbrella coverage of $5,000,000. All policies must be issued by Connecticut-licensed carriers with AM Best rating of A-VII or better. The City must be named additional insured on all liability coverage (excluding workers' compensation).

Sealed bids require one hard copy and one digital copy on flash drive. Bid prices must remain firm for 120 days from opening. The City will hold bids for up to 120 days for review and bidder qualification investigation and reserves the right to reject any or all bids. The City is tax-exempt and will provide tax exemption certificates. Written questions are due by 5:00 pm on September 8, 2026, with answers published as addenda on the procurement portal.
