About this opportunity

The City of Waterbury, Connecticut is seeking qualifications from Full Requirements Electricity Supply Service Providers through RFQ 8626 to deliver city-wide retail electricity supply service up to the delivery point for all municipal facilities located within the Eversource service territory, including education facilities, fire departments, libraries, parks, police departments, public buildings, street lighting, water, and wastewater treatment facilities listed in Appendix A. This is a two-step procurement process in which the City will review and approve all qualified respondents during the RFQ phase, with approved providers subsequently invited to participate in a traditional electricity RFP managed by Titan Energy New England, Inc., where pricing will be evaluated. Eligible respondents must demonstrate DPUC registration to provide electricity service in Connecticut, agreements with local delivery companies, experience providing electricity to retail customers in Connecticut markets, audited financial statements or comprehensive financial information, current credit ratings from Moody's or S&P, and three current references from New England customers, preferably municipal entities; non-suppliers and brokers are ineligible. Respondents must submit one original and five paper copies plus a PDF copy on CD or flash drive to Kevin McCaffery, Director of Purchasing, 235 Grand Street, Room 103, Waterbury, CT 06702, with questions due by 2:00 PM on November 4, 2025 and responses due by 11:00 AM on November 14, 2025. The contract will commence with the first meter read on or after October 1, 2026, and may be awarded for terms of 12, 24, 36, 48, or 60 months with the City retaining the option to extend based on repriced terms. Respondents must complete mandatory documentation including Annual Statements of Financial Interest, Debarment Certifications, and Outstanding Obligations Disclosures, and all responses must acknowledge receipt of addenda using the Addendum Acknowledgment Form to avoid disqualification.

The procurement is open to all qualified vendors without stated set-asides or restrictions specific to disadvantaged enterprises, though respondents must comply with all applicable federal, state, and local laws including the Davis-Bacon Act and Equal Employment Opportunity Act requirements. No incumbent vendors or existing contractors are identified in the solicitation documents. The RFQ emphasizes that pricing will not be evaluated during this qualification phase, as the City's focus is on assessing provider capabilities; all cost considerations will be addressed during the subsequent traditional RFP process conducted by Titan Energy New England, Inc. The estimated total contract value is not specified in the available documentation. All inquiries should be directed to Maureen McCauley, City of Waterbury, 235 Grand Street, Room 103, Waterbury, CT 06702, at 203-574-6748 or mmccauley@waterburyct.org. The City reserves the right to award to one or more qualified respondents, reject any or all responses, waive technical deficiencies, and amend or cancel the RFQ prior to contract execution if deemed in the City's best interests.
