About this file
This is a Request for Qualifications (RFQ) issued by the City of Waterbury, Connecticut, for Full Requirements Electricity Supply Service Providers. The City seeks qualified suppliers to provide city-wide retail electricity supply service up to the delivery point for all municipal facilities located within the Eversource service territory. All City accounts are listed in Appendix A, comprising numerous education facilities, fire departments, libraries, parks, police departments, public buildings, street lighting, water, and wastewater treatment facilities. The RFQ follows a two-step process: initial qualification review followed by contract negotiations with selected respondents. Questions must be submitted through the City of Waterbury ProcureWare website by 2:00 PM on November 4, 2025, with responses available by November 6, 2025. One original and five paper copies of responses, along with a PDF copy on CD or flash drive, must be received by Mr. Kevin McCaffery, Director of Purchasing, at 235 Grand Street, Room 103, Waterbury, CT 06702, no later than 11:00 AM on November 14, 2025. The contract will commence with the first meter read on or after October 1, 2026, and may be awarded for terms of 12, 24, 36, 48, or 60 months, with the City retaining the option to extend up to the full 60-month period based on repriced terms. Titan Energy New England, Inc. will manage any resulting contract on behalf of the City.
Pricing will not be evaluated during the RFQ phase and will be required at a later date during the traditional RFP process conducted by Titan Energy New England, Inc. Eligible respondents must demonstrate DPUC registration to provide electricity service in Connecticut, agreements with local delivery companies, experience providing electricity to retail customers in Connecticut markets, audited financial statements or comprehensive financial information, and current credit ratings from Moody's or S&P. Non-suppliers and brokers are ineligible. Respondents must provide three current references from New England customers, preferably municipal entities. The RFQ emphasizes compliance with all applicable federal, state, and local laws, including the Davis-Bacon Act, Equal Employment Opportunity Act, and City of Waterbury Code of Ordinances regarding procurement, ethics, and conflict of interest. Respondents must complete mandatory documentation including Annual Statements of Financial Interest, Debarment Certifications, and Outstanding Obligations Disclosures. No pre-RFQ meeting is scheduled. The City reserves the right to award to one or more qualified respondents, reject any or all responses, waive technical deficiencies, and amend or cancel the RFQ prior to contract execution if deemed in the City's best interests.

Proposals from non-suppliers (i.e., brokers) will not be considered.
3) Financials: The Supplier shall provide the firm's most recent audited financial statement and annual report. For privately held companies, other financial information is acceptable as long as it provides an accurate and comprehensive picture of the company's financial stability.
Provide Moody's or S&P's current credit rating.

The City may request an extension of performance in accordance with the existing Contract terms and conditions. Whatever Contract term the City awards (12, 24, 36, 48, or 60 months) the City will have the option to extend the contract term by up to the full 60 months, in periods most beneficial to the City and based on repricing for the proposed option period(s) to maximize the 60-month period provided for in this RFP, if deemed in the best interests of the City.
