About this opportunity

The City of Sandy Springs, Georgia is requesting proposals for stormwater asset assessment services under RFP 27-006, with proposals due October 2, 2026 at 2:00 PM EST through the City's Bonfire procurement portal. A non-mandatory pre-proposal meeting is scheduled for August 31, 2026 at 2:00 PM EST via Microsoft Teams, and questions are due September 11, 2026 at 5:00 PM EST.

Offerors must be authorized to provide professional engineering services in Georgia and maintain current GDOT prequalification in Erosion & Sedimentation Control, Construction, Highway/Roadway Design, and Highway Structures. Experience with stormwater infrastructure assessment or similar services is required.

The scope encompasses field surveys and condition assessments of approximately 8,540 stormwater assets—4,128 structures and 4,412 conduits totaling 311,818 linear feet or 59.06 miles—using a modified National Association of Sewer Service Companies (NASSCO) scoring methodology. Deliverables include GIS data entry following specified data attributes for conduits and structures, monthly data uploads at a cumulative 20% rate, interim reports at 40% and 80% completion, a final comprehensive report, and a presentation to City Council. All digital deliverables must comply with ADA and WCAG 2.1 Level AA accessibility standards.

The contract term is 180 calendar days from the effective date. Technical evaluation accounts for 80 of 100 total points, covering project understanding, project management and personnel, similar project experience and references, and schedule and statement of work. Cost proposals receive up to 20 points, with the lowest-cost proposal receiving maximum points. Contractors must provide Professional Errors and Omissions insurance of $3,000,000 per occurrence and comply with Georgia Security and Immigration Compliance Act requirements. The City reserves the right to reject all proposals, waive technicalities, negotiate scope and fees, and request best and final offers. Award requires final approval from the Mayor and City Council.
