About this opportunity
The City of Green River, Utah is issuing a Request for Qualifications (RFQ) for professional airport planning and consulting services at Green River Municipal Airport, a general aviation facility located approximately three miles southwest of the city. This is a five-year anticipated contract subject to annual review and federal assistance under the Airport and Airway Improvement Act of 1982, as amended, or other funding sources. The selected consultant will provide planning services to accommodate existing and future aviation demand and support anticipated projects over the five-year period, including environmental assessments, Categorical Exclusion (CATEX) environmental updates, land acquisition, and airport master plan updates. Proposals must be submitted through Utah's Public Procurement Place (U3P) no later than Friday, February 20, 2026 at 4:00 PM, with questions due by Friday, February 6, 2026 at 4:00 PM and the City's responses to follow by Friday, February 13, 2026 at 5:00 PM. The City anticipates awarding the contract on Friday, March 6, 2026. Proposals are limited to 30 pages and must include a cover letter, narrative statement of capability, firm description with organizational structure and FAA AIP grant experience, key personnel qualifications and responsibilities, a list of previous clients and comparable projects with contact information, evidence of capability to meet schedules, and proof of general liability and professional liability insurance. The four-stage evaluation process allocates 200 total possible points: Stage 1 assesses responsiveness to RFQ requirements; Stage 2 evaluates technical proposals (qualifications 50 points, availability and schedule 25 points, organization and approach 15 points, and summary statements 10 points) with a minimum threshold of 65 points required to advance; Stage 3 consists of interviews with qualified proposers (50 additional points possible); and Stage 4 involves fee negotiations with the highest-scoring vendor, using a comparative bidding formula in which the lowest bid amount receives full cost points (50 points), with other proposers calculated as 50 multiplied by the ratio of the lowest bid to their submitted bid amount.
The procurement complies with FAA Advisory Circular AC-150/5100-14D and 49 CFR Part 18 and is subject to Executive Order 11246 regarding affirmative action and DOT Regulation 49 CFR Part 26 regarding disadvantaged business participation, with Disadvantaged Business Enterprise (DBE) firms explicitly encouraged to apply. No incumbent vendor or current contractor information is identified in the solicitation documents. Contractors must maintain workers' compensation insurance covering full statutory liability, commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability insurance of $1,000,000 combined single limit if vehicles are used in performance. All proposals become the property of the City and are subject to public records laws upon completion of the procurement process. Contract pricing and fees will be negotiated on a task order basis as grants are obtained and will be subject to cost analysis; no specific budget range or contract value is provided in the solicitation documents. The City reserves the right to cancel the procurement process at any time, reject specific proposals for noncompliance, amend the scope of work at its sole discretion, and decline to award if fair and reasonable contract terms cannot be negotiated.
