About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the Detroit Police Department, is seeking qualified vendors to provide a comprehensive Gunshot Detection System for deployment across targeted zones within Detroit. The system must detect gunfire in real-time with the ability to differentiate gunshots from fireworks, vehicle backfire, and construction noise, providing triangulated geolocation of events with location accuracy within 25 meters and detection latency of 60 seconds or less. Core deliverables include detection capabilities with confidence scoring, integration with existing Detroit Police Department infrastructure including Genetec video management systems, Central Square One CAD systems, Motorola Vigilant and Flock Safety license plate readers, and Motorola Aware real-time crime center solutions, along with GIS-enabled visualization, historical event replay, heat map capabilities, and automatic camera cueing. The system must achieve 99.9% uptime, support phased deployment and expansion, implement CJIS Security Policy compliance with role-based access control and data encryption, and include centralized administration with remote sensor health monitoring. Vendors must demonstrate a minimum of five years of experience providing gunshot detection systems or similar technology solutions for law enforcement agencies. The RFP evaluation will occur in two phases: technical proposals (65 possible points) covering technical approach, compatibility and security, vendor experience, software maintenance and support, and pricing, followed by cost proposal review. A pre-proposal conference is scheduled for February 26, 2026, at 11:00 a.m. EST via Microsoft Teams, with written questions due by March 5, 2026, at 3:00 p.m. EST through the Supplier Portal. Proposals must be submitted by March 17, 2026, at 3:00 p.m. EST via the EUNA Bonfire portal, and all shortlisted vendors must participate in a real-world demonstration lasting approximately 12 weeks.
The City of Detroit offers equalization credits of up to 29 points for certified Detroit-headquartered businesses, small businesses, micro businesses, and other qualifying entities, with the lowest equalized bidder receiving contract award provided the equalized bid does not exceed 12 percent above the lowest responsible bid or $100,000, whichever is less. The City currently operates an existing ShotSpotter system covering approximately 39 square miles across nine of the city's 11 precincts, which generated 14,695 published alerts in 2024 and contributed to 373 arrests and recovery of 596 firearms; respondents should note that this represents the incumbent technology and existing infrastructure baseline. The contract term is five years with renewal options subject to Detroit City Council approval, and the City anticipates one award as a result of this RFP. Pricing must be broken down by square mile of coverage with itemized costs for installation, configuration, hardware, software, licensing, network infrastructure, maintenance, and support, with all project phases, subscription terms, maintenance agreements, and renewal periods coterminous with the five-year contract end date. While specific budget amounts are not disclosed in the solicitation documents, the pricing sheet indicates vendors must provide monthly and yearly costs per square mile for Years One through Five across the contract duration. All proposals must include completed Attachments A through F, including a respondent questionnaire, proposal introduction and solution approach, detailed pricing proposal, required affidavits and forms, exceptions to the model IT services contract, and technical and functional requirements matrices, with submission exclusively through the Bonfire/EUNA portal.
