The scope is a comprehensive feasibility analysis of BESS deployment at five Wholesale Distribution Access Tariff (WDAT) points of delivery serving the City's electric utility (approximately 2,000 customers, 86,454 MWh annual consumption, 17.3 MW coincident peak load). An optional implementation plan component is available for additional fee covering one selected BESS alternative at one WDAT location, with incremental pricing for additional locations.
Proposals must be submitted electronically through PlanetBids with all required forms completed and uploaded: Acknowledgment of Terms and Conditions, RFP Acknowledgment, Non-Collusion Declaration, Consultant's Statement of Past Contract Disqualifications, Vendor Performance Evaluation Form, and Acknowledgment of Insurance Requirements. The fee proposal must include hourly rates by position, estimated hours by task, total hours, and a fixed not-to-exceed maximum fee. Written questions are due October 22, 2026 at 4:00 p.m.; City responses are due October 29, 2026.
The consultant must maintain General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($1 million), Workers' Compensation and Employer's Liability ($1 million), and Errors and Omissions Professional Liability insurance ($1 million per claim/$2 million aggregate), with the City named as additional insured. A City of Corona Business License is required prior to contract award.
The initial contract term runs approximately March 1, 2027 through September 30, 2027 with renewal options by mutual written consent. Evaluation on a 100-point scale covers firm qualifications (25 points), personnel qualifications and experience (25 points), work plan and project understanding (30 points), references and past performance (10 points), and value (10 points). Highest-ranked consultants may be interviewed for an additional 100 points.
