About this file
This is a fee table document from the City of Corona, California, detailing the pricing structure and proposal requirements for an Electric Utility Battery Energy Storage System (BESS) Feasibility Study. The project encompasses a base scope feasibility study and an optional implementation plan component. Prospective consultants must access all RFP documents through the PlanetBids website, complete required forms in their entirety, and submit proposals electronically through that platform. The feasibility study will evaluate battery energy storage alternatives for Water Distribution and Advanced Treatment (WDAT) locations. Consultants are required to provide detailed pricing breakdowns by task, including proposed hourly rates by position, estimated hours by task and position, total estimated hours, and total cost by task, with a fixed not-to-exceed fee for the complete scope of services.
The optional implementation plan pricing shall be based on preparation of an implementation plan for one selected BESS alternative at one WDAT location, with proposers also providing incremental costs for each additional WDAT location incorporated into the same plan. The City has established a maximum potential contract amount for budgetary purposes only and makes no representation that BESS will be recommended or selected for any or all WDAT locations. Optional services will be authorized only following completion of the feasibility study and at the sole discretion of the City. The hours and fees by task are requested to demonstrate the proposer's anticipated level of effort and resource allocation to assist the City in evaluating proposals.

RFP No. 27-017AG Section V. “Proposal Content and Forms”
CITY OF CORONA ELECTRIC UTILITY BATTERY ENERGY STORAGE SYSTEM FEASIBILITY STUDY
Base Scope - Feasibility Study The price proposal shall identify the proposed hourly rate by position, estimated hours by task and position, total estimated hours, and total cost by task. The total not-to-exceed cost shall be a fixed fee for completion of the entire scope of services. Hours and fees by task are requested solely to demonstrate the proposer’s anticipated level of effort and allocation of resources and to assist the City in evaluating proposals.
Optional Bid Item - Implementation Plan Because the scope of the optional implementation plan will depend on the results of the feasibility study and the BESS alternative(s) selected by the City, proposers shall base their proposed fee on preparation of an implementation plan for one selected BESS alternative at one WDAT location.
Proposers shall also provide an incremental cost for each additional WDAT location incorporated into the same implementation plan.
The Maximum Potential Contract Amount is calculated solely for budgetary purposes. The City makes no representation that BESS will be recommended or selected for any or all WDAT locations. Optional services will be authorized only following completion of the feasibility study and at the City's discretion.
