About this opportunity
The City of Cheyenne, Wyoming is requesting bids on roof replacements at six municipal facilities—George Cox Parking Garage, Ice and Event Center, Records Building, Pioneer Park Center, Spiker Parking Garage, and Street and Alley Building—under IFB with bids due June 23, 2026 at 2:00 p.m. Attendance at the mandatory pre-bid meeting held May 29, 2026 was required; bids from non-attending companies will be rejected.
Wyoming statutory preferences apply, including a 5% preference for certified resident contractors and preference for Wyoming labor and materials. Bidders must submit lump-sum pricing for each of the six roof replacement items and comply with all architectural plans and specifications prepared by Plan One/Architects.
The scope encompasses complete removal of existing roofing systems (built-up, ballasted, EPDM, and metal) down to structural substrate and installation of new EPDM single-ply membranes, rigid insulation, cover board, flashings, and metal components. Work scopes range from 1,897 square feet at the Records Building to 186,000 square feet at the George Cox Parking Garage. All work must achieve Class A roof assemblies compliant with the 2024 International Building Code and include 90-mile-per-hour wind speed warranties. Specifications reference Carlisle roofing products as the standard; alternative EPDM systems may be substituted upon approval, with contractor responsibility for detail modifications at no additional cost. Addendum One (June 10, 2026) established that John Mansville 60 Mil. EPDM Roofing System is not approved as a substitute.
A bid guarantee of 5% of the total bid amount is required in bond or cashier's check form. The successful contractor must furnish performance and payment bonds equal to 100% of the contract amount. The City will withhold 5% retainage throughout the contract term. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence / $2,000,000 aggregate and Business Automobile Liability of $1,000,000 combined single limit. Notice to Proceed is estimated for August 1, 2026, with final completion required by December 31, 2026. Contract award is anticipated July 27, 2026 following City Council approval. A two-year warranty period commences upon substantial completion. Questions were due June 4, 2026; Addendum One responses were due June 10, 2026.
