About this file

This is a Project Manual and Specifications document for the City of Cheyenne, Wyoming, prepared by Plan One/Architects, outlining the requirements for roof replacements across six municipal facilities: the City Records Building, George Cox Parking Garage, Ice and Event Center, Pioneer Park Center, Spicer Parking Garage, and Street and Alley Building. The project involves complete removal of existing roof systems (including built-up, ballasted, EPDM, and metal roofing down to structural substrate) and installation of new roofing systems with rigid insulation, cover board, EPDM single-ply membranes, flashings, and metal roofing components as indicated in the contract documents. The work will be performed under a single prime contract with modifications to existing parapet walls, curbing, and flashings as required. Construction operations are restricted to normal business hours of 5:00 a.m. to 7:00 p.m., Monday through Friday, with weekend hours of 5:00 a.m. to 7:00 p.m., and noisy work (cutting, drilling) permitted only from 5:00 a.m. to 7:00 a.m. within facilities or 7:00 a.m. to 7:00 p.m. outside facilities. The contractor must maintain the building and grounds in weathertight condition, minimize disruption to Owner operations through 72-hour advance notification of impactful activities, and comply with all submittal, payment, and coordination procedures outlined in the specifications.

The contract includes unit prices for plywood sheathing substrate replacement (320 square feet of 15/32" CDX plywood at 4'x8' units) and metal decking substrate replacement (90 square feet of 1 1/2" thick metal decking at 3'x10' units) with measurement and payment procedures specified in individual sections. Contractor submittals must follow strict timelines with initial submittals due within 45 days of Notice to Proceed and all color selections submitted simultaneously before any selections are made. The Architect allows 15 days for initial submittal review and 15 days for resubmittal review, with no contract time extensions granted for late or inadequate submittals. Payment applications must include waivers of mechanic's liens from all subcontractors and suppliers, with the contractor required to maintain a schedule of values coordinated with the construction schedule and submit applications with supporting documentation for stored materials and work performed. The project requires comprehensive documentation including daily construction reports, photographic documentation (minimum 12-megapixel digital photographs submitted within three days), construction schedules with activities no longer than 20 days, and a recovery schedule if work falls seven or more days behind schedule.
