About this opportunity

The City of Orlando's Procurement and Contracts Division is soliciting proposals for comprehensive electrical switchgear upgrades at Orlando City Hall's main tower, located at 400 South Orange Avenue. The project requires a qualified general contractor to furnish all labor, materials, equipment, insurance, and commissioning services for electrical gear modernization. TLC Engineering Solutions has created the permit plans and project specifications, with a focus on replacing main electrical distribution equipment, implementing code compliance upgrades, and installing a new portable generator connection. The procurement will be evaluated using a points-based system across five criteria: general contractor experience (22 points), electrical subcontractor experience (28 points), work scope approach (28 points), veteran business enterprise participation (2 points), and pricing proposal (20 points). Mandatory pre-proposal site visits are scheduled for September 23 and 25, 2025, with the proposal submission deadline set for October 20, 2025, at 2:00 pm. Proposers must be appropriately licensed Florida contractors and will be required to provide performance and payment bonds, with liquidated damages established at $2,000 per day. The project is anticipated to be executed in multiple phases, with power system shutdowns and operational limitations expected between October and December 2026.

The solicitation includes provisions for veteran business enterprise participation and emphasizes compliance with local regulations, including a living wage policy of $15.00 per hour for service employees. Proposers must submit comprehensive documentation, including references, conflict of interest disclosures, and proof of insurance, with specific requirements for worker's compensation, liability, and health insurance policies. While no specific budget range is explicitly stated, the project involves a nine-story, 200,000 square-foot municipal building and requires significant electrical infrastructure upgrades. The City has contracted TLC Engineering Solutions not only for design services but also as the Commissioning Provider (CxP) for electrical systems, ensuring that all systems perform according to design intent and operational needs. The Commissioning Team will include representatives from the City of Orlando, Design A/E, General Contractor, Installing Subcontractors, and the CxP. Proposers must also comply with E-Verify employment eligibility verification and adhere to Davis-Bacon wage rates. The project aims to enhance the building's power system safety, visibility, resiliency, and capacity for future growth, with a comprehensive approach to electrical system modernization.
