About this opportunity

Orlando Utilities Commission is requesting proposals for emergency distribution, transmission, and substation restoration services to restore power following hurricanes, tornadoes, or other major disasters, with proposals due December 16, 2026 at 2:00 p.m. EST and a pre-response conference on November 4, 2026. OUC anticipates awarding multiple contracts to ensure an adequate supply of qualified providers for emergency response.

The scope encompasses repair and recovery services within OUC's service territory, including removal and replacement of distribution and transmission poles with hardware; replacement of overhead and padmount transformers; construction and replacement of damaged distribution or transmission lines; transmission structure replacement; conductor and insulator assembly replacement; foundation installation; and substation structures, equipment, and bus replacement.

Bidders must comply with Federal Emergency Management Agency procurement standards to preserve OUC's eligibility for federal cost reimbursement under FEMA's Public Assistance Program and other federal disaster assistance programs. The contract incorporates Davis-Bacon Act prevailing wage requirements (applicable to construction contracts exceeding $2,000), the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act (contracts over $100,000). Contractors must verify non-debarment through SAM.gov and comply with Clean Air and Clean Water Act standards for contracts exceeding $150,000. Build America Buy America Act compliance applies to infrastructure projects funded after January 2, 2023.

The contract term runs from the last date signed through May 31, 2029. Bidders must submit firm pricing for both 2027 and 2028 using OUC's spreadsheet template, with rates covering labor classifications (superintendent, foreman, lineman, apprentice, helper, equipment operator, truck driver, mechanic, and others) at standard, overtime, and double-time rates, plus comprehensive equipment rates. Cost-plus-percentage-of-cost pricing is prohibited. Individual purchase orders for each emergency event will carry not-to-exceed ceiling prices. Payment and performance bonds are required at time of service; no bid bond is required. Questions are due November 19, 2026. Bidders must complete compliance forms addressing dispute history, public entity crime convictions, and submit exceptions detailing any deviations from specifications.
