About this opportunity
The City of Conroe, Texas is requesting competitive sealed proposals for facility renovations at three municipal locations—the Conroe Municipal Center (700 Metcalf Street), the Old Oscar Johnson Jr. Community Center (100 Park Place), and the Isaac Conroe House (202 Avenue A)—under CSP #1029-2026, with proposals due October 29, 2026 at 1:00 p.m. and a mandatory pre-bid conference on October 21, 2026 at 9:30 a.m. at 700 Metcalf Street.
The scope includes correction of identified structural deficiencies and rehabilitation of affected building components to restore all three facilities to safe, functional, serviceable, and code-compliant conditions. Work encompasses demolition, flooring, walls, texture, paint, windows, doors, millwork, ceiling, plumbing, tile, foundation work, and construction of wooden steps and handrails, with specific line items for kitchen and restroom renovation at 100 Park Place and step replacement at 202 Avenue A.
The contractor must commence work within fifteen calendar days of receiving Notice to Proceed, with substantial completion timing determined by the contractor and final completion within thirty calendar days after substantial completion. Liquidated damages of $1,000 per calendar day apply for failure to achieve substantial completion by the agreed date.
Proposals are submitted electronically through the OpenGov Procurement Portal and publicly opened at the Conroe Municipal Center. Bid security equal to 10% of the base offer amount (surety bond or certified check) is required. Upon award, the contractor must furnish separate performance and payment bonds each equal to 100% of the contract price, unless the contract price does not exceed $50,000. Prevailing wage rates under Texas Government Code Chapter 2258 apply, with specified hourly rates for labor classifications. Required insurance includes workers' compensation, commercial general liability, and automobile liability each with minimum combined single limits of $1,000,000 per occurrence, plus builders risk insurance at 100% of completed project value.
Award will be based on best value across a 100-point weighted evaluation: proposed price (40 points), quality of goods or services (20 points), reputation and past relationship with the City (10 points), time for completion (10 points), ability and qualifications of personnel (10 points), financial capability (5 points), and safety record as measured by EMR score (5 points). Progress payments are made monthly with 5% retainage until final completion.
