About this file
This file is an architectural drawing document for the City of Conroe, Texas's facility renovation project, specifically detailing the Conroe Municipal Center building renovations with adjusted dimensions. The project encompasses competitive sealed proposals for rehabilitation work at three municipal locations: the Conroe Municipal Center (700 Metcalf Street), the Old Oscar Johnson Jr. Community Center (100 Park Place), and the Isaac Conroe House (202 Avenue A). The scope of work includes correction of identified structural deficiencies and rehabilitation of building components including demolition, flooring, walls, texture, paint, windows, doors, millwork, ceiling, plumbing, tile, and foundation work, along with construction of wooden steps and handrails. Specific work items include kitchen and restroom renovation at 100 Park Place and step replacement at 202 Avenue A. The mandatory pre-bid conference is scheduled for October 21, 2026 at 9:30 a.m. at 700 Metcalf Street, with proposals due electronically through the OpenGov Procurement Portal on October 29, 2026 at 1:00 p.m. The contractor must commence work within fifteen calendar days of receiving Notice to Proceed, with substantial completion timing to be determined by the contractor and final completion within thirty calendar days thereafter.
Award will be based on best value using a 100-point weighted evaluation criteria: proposed price (40 points), quality of goods or services (20 points), reputation and past relationship with the City (10 points), time for completion (10 points), ability and qualifications of personnel (10 points), financial capability (5 points), and safety record measured by EMR score (5 points). Bid security equal to 10% of the base offer amount is required, and upon award, the contractor must furnish separate performance and payment bonds each equal to 100% of the contract price unless the contract price does not exceed $50,000. Prevailing wage rates under Texas Government Code Chapter 2258 apply to all labor classifications. Required insurance includes workers' compensation, commercial general liability, and automobile liability each with minimum combined single limits of $1,000,000 per occurrence, plus builders risk insurance at 100% of completed project value. Progress payments are made monthly with 5% retainage until final completion. Liquidated damages of $1,000 per calendar day apply for failure to achieve substantial completion by the agreed date.
