About this opportunity

The Nevada Department of Conservation and Natural Resources is requesting proposals for a Circular Economy Study under RFP 70CNR-S3938, with proposals due August 3, 2026 at 2:00 PM Pacific Time and a question deadline of July 20, 2026.

The scope is a six-month study on materials circularity practices in Nevada's hospitality and tourism sector. Deliverables include kick-off and ongoing meetings with the department, research on current circular economy practices, identification of implementation roadblocks and opportunities, a framework for future sector studies, and a published feasibility report. The vendor must also identify alternative sustainability metrics beyond recycling rates.

The estimated contract value is $100,000 capped. The contract term is estimated at three months, subject to Nevada State Board of Examiners approval, with an estimated start date of November 16, 2026. The State intends to award one contract.

Evaluation criteria (totaling 210 points) include knowledge and research expertise (20 points), experience with similar projects (25 points), adherence to RFP directions (10 points), key personnel expertise and availability (25 points), client references (20 points), cost factor (20 points), and presentation quality and qualifications (70 points combined). The top three scoring vendors must participate in presentations scheduled August 17–19, 2026.

Mandatory requirements include vendor registration on nevadaepro.com, Nevada business license compliance, active sam.gov entity registration, agreement not to boycott Israel, data encryption with stateside data maintenance, and compliance with Nevada law on contract disputes and indemnification. Vendors must submit technical and cost proposals separately, include resumes for key personnel, disclose all subcontractors and conflicts of interest, provide financial statements and Dun and Bradstreet numbers, and obtain at least three client references from similar projects completed within the past five years. The State prefers vendors accept the standard form contract and insurance schedule as written; any modifications require detailed redlines and justification.

Reference responses are due July 31, 2026. Notice of intent is expected on or about August 19, 2026, with notice of award on or about September 14, 2026. Submissions must be made through NevadaEPro.
